Close-up of the 750 billion VND road that has been under slow construction for 13 years
TPO - On September 2, the Phong Dien - Dien Loc rescue route in Hue City is expected to be put into operation, concluding the 13-year process of implementing this traffic project with an investment value of more than 750 billion VND since it was approved, then implemented with many adjustments to the structure, scale, and capital sources.

VIDEO : The rescue route in Hue is about to be completed after 13 years of construction. On July 14, information from the Hue City Traffic Construction Investment Project Management Board - the investor said that the Phong Dien - Dien Loc rescue road project ( Hue City) has reached more than 82.4% of the construction volume, with a total implementation value of over 515 billion VND. The project is currently accelerating its progress to complete and put into operation before the National Day on September 2 this year. The Phong Dien - Dien Loc rescue road project was approved by the People's Committee of Thua Thien - Hue province (now Hue city) in 2010, and construction began in 2012, after many adjustments to the structure, scale, and changes in funding sources. The route is more than 16 km long, starting at the intersection of National Highway 1 in Phong Dien town (now Phong Dien ward, Hue city), and ending at the beach of the old Dien Loc commune. The project was expected to be completed after 3 years, but it was not until September 2 of this year - that is, after 13 years - that it was about to reach the finish line. The reason is that the project is on the list of rescue routes using capital from the Central Investment Program. After the Government tightened public investment, the project was forced to temporarily stop construction. Faced with that reality, in January 2024, the People's Council of Thua Thien - Hue Province (now the People's Council of Hue City) decided to adjust and supplement more than 100 billion VND to continue implementing the project.
The project has a total investment of over 750 billion VND, of which construction costs account for nearly 630 billion VND, site clearance compensation accounts for 84.705 billion VND; other costs, contingency nearly 42 billion VND. To date, the total allocated capital is 666 billion VND, disbursed reaching over 630 billion VND, equivalent to 94.8% of the capital plan.
According to records at the construction site, many main items of the route have been completed and put into use, such as the section from Km1+500 to Km9+800, Thiem bridge, Bau Bang bridge and railway overpass.
Notably, the North-South railway overpass (in Phong Dien ward) with two units is the most complicated construction item of the project. Up to now, the overpass and the roads leading to both ends of the bridge, along with technical infrastructure, lighting, and trees have been completed. Other important bridges such as Hoa Xuan 1 and Hoa Xuan 2 on the route have also completed construction.
The section from Km9+800 to Km14+500 and the intersection with Provincial Road 4, the intersection of National Highway 49B is now basically completed, workers are gradually completing the construction of road markings and residential intersections.
On the section from Km14+500 to the end of the route (Km16+252) to Dien Loc beach, construction units are currently focusing on speeding up the completion of the foundation, road surface and technical infrastructure system, and construction of lighting. According to the plan, the remaining items will be completed according to 2 main time frames. In which, before July 15, the section from Km0 to Km1+500 (through Phong Dien ward) will be completed, along with the section from Km9+258 to Km12+937 and auxiliary works such as lighting, trees, and residential intersections.
The investor and contractors are determined to complete the remaining section from Km12+937 to Km16+252 to Dien Loc beach, completing intersections, signs and median strips before September 2.
The investor said that the project is in the final stage and will mobilize maximum human resources and machinery to ensure the completion of the entire route on schedule, contributing to improving rescue capacity, connecting traffic infrastructure from Cam Lo - La Son expressway to National Highway 1, through Phong Dien central ward with the coastal area and lagoon north of Hue city.
