On October 25th, Mr. Nguyen Trong Hoan, Chief of the Office of the Nghe An Department of Education and Training, stated that the Department has requested schools to closely monitor the fees collected by the Parent-Teacher Association (PTA) and to review the PTA's revenue and expenditure plans to ensure that fees are collected correctly, spent adequately, and in accordance with regulations. This directive from the Nghe An Department of Education and Training comes after recent reports of PTAs in some schools collecting fees in violation of regulations, causing widespread parental dissatisfaction.
Previously, on October 24th, information appeared on social media about the parent association of an 8th-grade class at Ha Huy Tap Secondary School (Vinh City, Nghe An province) mobilizing parents to contribute 700,000 VND per student to buy school uniforms and fund a collective performance to celebrate Vietnamese Teachers' Day on November 20th. During the implementation process, some parents in the class objected to this initiative. One parent wrote: “I asked my child not to participate. In three years of schooling, this is the first time I've voiced my opinion because the amount is too high. Some families have many children attending school, and at the beginning of the year, they already collect so many other fees; spending 700,000 VND on this is a bit excessive.” However, despite the reason given, the representative of the association reiterated the initiative and asked parents to “make an effort.”
Following this incident, on the afternoon of October 24th, Ha Huy Tap Secondary School held a meeting with the class's parent association and requested an immediate halt to the collection of unauthorized fees. Ms. Ha Le Hoa Binh , the school principal, stated that the school had corrected the homeroom teacher and the Parent Representative Committee regarding their working methods. This policy has only recently been implemented, so the class has not yet begun collecting fees.
Some unauthorized fees were collected by the Parents' Association of the 8th grade at Ha Huy Tap Secondary School to fund a cultural performance.
Previously, at Quynh Luu 2 High School in Quynh Luu district, the school's Parent-Teacher Association (PTA) published a financial statement for the 2022-2023 school year. This statement revealed several expenditures that did not comply with Circular 55 guidelines, such as expenses for the High School Graduation Examination and the purchase of gifts for holidays like November 20th and March 8th. The total income and expenses of the PTA amounted to nearly 200 million VND.
The Nghe An Department of Education and Training further stated that all income and expenditure of the Parent-Teacher Association (PTA) at the class and school levels must be inspected and supervised by the school's management board. This is to prevent improper collection and expenditure that violates regulations. Income and expenditure must have a specific plan based on the consensus and agreement of parents in the class and school to avoid creating negative public opinion. In the past, the Department of Education and Training has organized many inspection teams to comprehensively check the activities of schools, including the collection and expenditure of funds for the Parent-Teacher Association at several schools in the districts of Quynh Luu, Yen Thanh, Thanh Chuong, and Hoang Mai town… During these inspections, the Department's leaders also requested that the schools strictly adhere to the approved annual PTA activity plan. In the coming period, the Department will continue to conduct inspections on this matter and will strictly handle principals of educational institutions who engage in improper revenue and expenditure practices.
