Details of the zoning plan for the construction of a large urban area, resort tourism, and sports area of ​​nearly 700 hectares in Dien Chau have just been approved by Nghe An province.

The People's Committee of Nghe An province has just issued a Decision approving the 1/2,000 scale zoning plan for this urban, tourism, resort, and sports area, for the period from 2023 to 2040.

The boundaries of this urban, tourism , resort, and sports complex are bordered to the north by the planned N2 road in the Southeast Economic Zone, to the south by Cuong Temple and Mo Da mountain; to the east by the East Sea; and to the west by the North-South railway line. It is divided into four sub-zones:

Subdivision A is an urban and service support zone located in the western part of the planning area, covering an area of ​​108.96 hectares, with a population of approximately 13,350 people. It is oriented to become a high-density urban area with affordable housing, aiming to serve the main needs of residents and workers in the industrial zones in the west and north of the Southeast Nghe An Economic Zone.

Subdivision B is a central urban and eco-housing subdivision located in the center of the planning area, covering an area of ​​153.46 hectares, with a population of approximately 6,700 people. It is oriented to become an urban area combining urban-level public services and eco-housing.

Zone C is a tourism and service urban zone located in the northeastern part of the planning area, covering an area of ​​181.84 hectares, with a population of approximately 8,050 people. It is oriented to become a tourism and service urban area to exploit the potential of coastal tourism in the planning area.

Zone D is a tourism, resort, and sports zone located in the southeastern part of the planning area, covering an area of ​​242.26 hectares and with a population of approximately 850 people. It is envisioned to become a regional tourism, resort, and sports center, and a major attraction of the planning area.

Zone D will capitalize on the potential of the coastal landscape and diverse vegetation at the foot of Mo Da Mountain, with the planned development of a 36-hole golf course featuring modern infrastructure, targeting high-end customers, along with supporting functions such as a Clubhouse, services, Golf Villas, and a Resort.

The 1/2,000 scale zoning plan for the urban, tourism, resort, and sports area south of the N2 road in Dien Chau district clearly shows the architectural and landscape spatial planning, including: urban centers, main transportation axes (inter-regional landscape axes organized along two transportation routes, namely the N2 road and the coastal road; and an ecological landscape axis); landmark buildings; and open spaces.

In addition, the plan clearly outlines the planning for transportation, drainage, water supply, wastewater treatment, electricity supply, and telecommunications.

In terms of nature and function, this is an urban residential development area, comprising the main functions of urbanization, tourism, services, and sports, with a synchronized and modern social and technical infrastructure system to support the development of industrial functional zones within the Southeast Economic Zone.

This is a low-density ecological urban area connected to the Cua Hien Sports Tourism Area; and it will become a mixed-use urban area combining tourism and resort development in the northeastern part of Nghe An province to reduce development pressure in the central urban area, while promoting socio-economic development and elevating the urban status.

The approval of the 1/2,000 scale zoning plan by the People's Committee of Nghe An province aims to concretize the overall adjustment plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province, until 2040, which was approved by the Prime Minister in Decision No. 93/QD-TTg dated February 15, 2023.

Simultaneously, it aims to establish a high-end eco-tourism resort complex, meeting international standards, becoming one of the tourism centers in the North Central region, increasing its capacity to meet the leisure and entertainment needs of domestic and international tourists.

It is an urban area, encompassing sports facilities, ecotourism, and resort tourism, with integrated technical infrastructure and landscape architecture; while also defining the framework for social and technical infrastructure.

The approval of the 1/2,000 scale zoning plan also serves as a basis for attracting, soliciting, and selecting investors to implement the plan in accordance with regulations; it provides a legal basis for planning investment in construction and managing the construction of works and functional areas in the region.

The People's Committee of Nghe An province has assigned the Management Board of the Southeast Economic Zone to preside over and coordinate with the People's Committee of Dien Chau district and relevant agencies to publicly announce the planning project and hand over the approved planning documents to relevant agencies and localities for management functions as prescribed.

Simultaneously, the planning management organization will coordinate with relevant agencies to research and develop a plan for implementing the plan according to the approved schedule and procedures, in compliance with current regulations.

The Department of Natural Resources and Environment and the People's Committee of Dien Chau District, based on the approved zoning plan, shall review and advise the Provincial People's Committee on any adjustments to the Dien Chau District land use plan (if any), ensuring consistency and uniformity among the plans.
