The 'key' to safety in Vietnam's digital economy

Trusted services are a new concept in the legal corridor. These are services performed by service providers through the network environment to verify and authenticate the trust in electronic transactions.

In the context of comprehensive digital transformation, digital trust is becoming a core factor to ensure safety, transparency and legality for all transactions in the online environment. In Vietnam, the concept of "trusted service" has been officially legalized and clearly defined in the legal system, marking a new step in the development of national digital security infrastructure.

This is a new concept in Vietnam's legal corridor, officially regulated in the Law on Electronic Transactions 2023 and specified in Decree 23/2025/ND-CP.

The information was given at the International Conference on Reliable Services with the theme "Opportunities and challenges in the quantum era," which took place on the morning of June 19 in Hanoi.

Accordingly, Trust Services in electronic transactions are services performed by service providers through the network environment to verify and authenticate trust in electronic transactions.

In particular, the addition of two new types of services, namely data message authentication and timestamping according to the new regulations of Decree 23/2025/ND-CP, marks the completion of trust infrastructure in Vietnam, in line with international practices and contributes to creating legal trust for digital transactions in all areas of economic and social life.

The Decree also provides for the first time comprehensive regulations on three types of trusted services: Public digital signature certification services, timestamping services and data message certification services. At the same time, it clearly stipulates licensing conditions, obligations of service providers and the term of the trusted service business license is 10 years.

This is also an important preparatory step for Vietnam to be ready to make breakthroughs in science and technology, innovate and develop digital infrastructure.

Ms. To Thi Thu Huong - Director of the National Electronic Authentication Center NEAC (Ministry of Science and Technology) emphasized: "In an era where data becomes a new resource and digital transactions become popular, ensuring digital trust is a prerequisite. Digital signatures and trusted services are not just technical tools, but also a legal - technological - social infrastructure to ensure that all electronic activities are carried out safely, transparently and verifiably."

The workshop is also an in-depth forum to raise awareness among agencies, organizations, businesses and experts about the risks and challenges posed in the quantum era for security and electronic authentication services; at the same time, update legal policies, new international technical standards established by the European Union (EU) and the trend of deploying modern, cross-border trusted service models, ensuring safety, compliance and meeting international standards.

The event also promotes experience sharing among countries, organizations, domestic and international enterprises; strengthens cooperation, and synchronously develops reliable service infrastructure in Vietnam.

This is a specific step in the roadmap to improve management capacity, apply advanced authentication technology and build a modern, transparent and reliable service infrastructure in line with global standards./.
