Separating the National Power System Dispatch Center (A0) from Vietnam Electricity Group (EVN) and establishing a Limited Liability Company for National Power System Operation and Electricity Market under the State Capital Management Committee at Enterprises.
According to Decision No. 752/QD-TTg signed by Deputy Prime Minister Tran Luu Quang, AO was separated from EVN and a new enterprise was established: the National Electricity System Operation and Market Company Limited (NSMO), under the State Capital Management Committee at Enterprises.

After its establishment, NSMO is a state-owned enterprise with 100% of its charter capital held by the State, organized as a Limited Liability Company with the State Capital Management Committee at Enterprises acting as the representative owner. NSMO's nhiệm vụ is to be the national power system dispatching unit, managing electricity market transactions in accordance with the Electricity Law and related laws. Specifically, this includes establishing a command and control method for the operation of the national power system with the goal of safety, stability, and reliability; managing electricity market transactions to ensure fairness and transparency; contributing to ensuring the goal of providing safe, stable, and continuous electricity supply for economic, political, social, security, and defense activities. It also invests in, manages, operates, maintains, and repairs specialized telecommunications and information technology infrastructure serving the operation of the power system, electricity market transactions, and renewable energy. NSMO ensures sustainable and efficient operation. To optimize costs, manage and utilize state capital and assets invested in NSMO effectively and in accordance with regulations... The charter capital of NSMO at the time of establishment was 776 billion VND. The assets, rights, and obligations of EVN currently managed by A0 will be separated and transferred to NSMO in accordance with regulations. The separation will be completed within a maximum of 7 days from the effective date of Decision 752/QD-TTg (August 1st). Afterward, the right to represent the state capital ownership in NSMO will be transferred from the State Capital Management Committee to the Ministry of Industry and Trade in accordance with the law immediately after the completion of the separation and establishment under Decision No. 752. The Ministry of Industry and Trade is primarily responsible for preparing all necessary conditions to receive NSMO, including mechanisms to ensure working capital for NSMO in accordance with legal regulations, ensuring that NSMO continues to operate stably, continuously, and efficiently after the transfer. The presiding body shall coordinate with relevant ministries and agencies to issue, within its authority, or submit to competent authorities for issuance, legal documents serving the operation of NSMO, ensuring NSMO operates stably, continuously, and effectively.
NSMO proactively researches, proposes, and forecasts difficulties and obstacles in the operation process, making specific proposals and clearly stating the authority to amend, supplement, and issue new legal documents and guidelines related to serving the efficient and safe operation of the power system.
