Finalize environmental protection tax rates for gasoline, oil, and jet fuel in 2026

(Dan Tri) - In 2026, the environmental protection tax on gasoline (except ethanol) will be 2,000 VND/liter; diesel 1,000 VND/liter. The tax on jet fuel will be 1,500 VND/liter - an increase of 500 VND/liter compared to the current rate.

The resolution on environmental protection tax rates for gasoline, oil, and lubricants in 2026 was just passed by the National Assembly Standing Committee at its meeting on the morning of October 17.

According to this resolution, from January 1, 2026 to the end of 2026, the environmental protection tax on gasoline (except ethanol) is VND 2,000/liter; diesel oil, fuel oil, and lubricants is VND 1,000/liter.

The environmental protection tax rate applied to grease is 1,000 VND/kg; kerosene is 600 VND/liter. The tax rate for jet fuel is 1,500 VND/liter - an increase of 500 VND/liter compared to the current rate.

The Standing Committee of the National Assembly requests that from January 1, 2027 onwards, the environmental protection tax rate on gasoline, oil, and grease shall comply with the provisions of Resolution No. 579 dated September 26, 2018 of the Standing Committee of the National Assembly on the Environmental Protection Tax Schedule.

Presenting the Government's report on this content earlier, Deputy Minister of Finance Nguyen Duc Chi assessed that the implementation of the policy of reducing environmental protection tax on aviation fuel in recent times has brought about positive effects, helping to reduce input fuel costs for the aviation industry in general and air transport enterprises in particular.

Reducing environmental protection tax on jet fuel, according to the Government, also contributes to helping air transport businesses overcome the crisis caused by the Covid-19 pandemic and economic recession.

But in addition to benefiting from the policy of reducing environmental protection tax on aviation fuel, the aviation industry also enjoys a number of support policies on general taxes, fees, and charges.

Deputy Minister Chi said the aviation industry is enjoying a policy of 2% reduction in value-added tax rates; policy of extending tax payment deadlines (value-added tax, corporate income tax...), extension of land rents or policies of exemption and reduction of some fees and charges.

In the context that the Vietnamese aviation market has basically recovered, to continue supporting businesses in the aviation industry, while still ensuring fairness between other transport sectors such as railway transport and road transport, the Government proposed to regulate the environmental protection tax rate on aviation fuel at 1,500 VND/liter - an increase of 500 VND/liter compared to the current rate.

The Government also proposed a reduction in environmental protection tax on gasoline, diesel, fuel oil, lubricants, and grease.

With the expected consumption output of gasoline, oil, and lubricants in 2026 being equivalent to the expected consumption output in 2025 and with the environmental protection tax rate, the Government expects the environmental protection tax collection to decrease compared to the tax rate implemented according to Resolution No. 579 by about VND 41,388 billion and the total budget revenue (including the reduction in value added tax) to decrease by about VND 44,699 billion.
