Proactively suspending entertainment and tourism activities to ensure safety against storm No. 3

(GLO)- On July 19, the Ministry of Culture, Sports and Tourism (MCST) issued Official Dispatch No. 3550/CD-BVHTTDL on focusing on responding to storm No. 3 (Wipha).

Official dispatch sent to the Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Tourism, and Departments of Tourism in the provinces/cities of: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Hue, Da Nang, Quang Ngai, Lao Cai, Lai Chau, Dien Bien, Son La, Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, Hanoi and the heads of agencies and units under the Ministry.

Accordingly, the Minister of Culture, Sports and Tourism requested the Departments of Culture, Sports and Tourism, and the Departments of Tourism in the aforementioned localities to proactively monitor the situation and developments of the storm, coordinate closely with relevant agencies and local authorities to review and inspect all tourist accommodation establishments, tourist areas and attractions, especially coastal areas, islands, and areas at risk of landslides and flash floods.

Simultaneously, coordinate the organization of public awareness campaigns and the relocation and evacuation of tourists to safe areas; count, inform, and guide ships and tourist vessels at sea to avoid entering or leaving dangerous areas or to seek safe shelter; develop specific storm and flood response plans, implement evacuation and shelter measures, and ensure the safety of tourists, especially international tourists.

In addition, strengthen inspections and reviews, and implement plans to ensure the safety of people and property at cultural and sports facilities, historical and cultural relics, scenic spots, and tourist areas and destinations in the locality; based on the actual situation and the potential impact of storms and floods, proactively decide or advise competent authorities to direct the temporary suspension of entertainment, recreation, and tourism activities in the locality.

In addition, direct press agencies, radio and television stations, and local information agencies to update weather forecasts from the National Center for Meteorological and Hydrological Forecasting to promptly inform people so they can proactively take preventive measures, especially regarding the response to heavy rain, floods, landslides, and flash floods that may occur, and the relocation of people in dangerous areas at risk of flash floods and landslides to safe places.

Heads of units under the Ministry in localities should closely monitor forecast information and developments of storms, rain, and floods to implement response plans, ensuring the safety of people and property under their management, and activities organized by their units; civil servants, public employees, and workers are advised to limit going out during storm landfall and heavy rain and floods.

The Investment and Construction Project Management Board directs contractors to implement measures to ensure the safety of construction projects, and to prepare available personnel, equipment, and materials to respond to and mitigate the consequences of storms and floods (if any).

Directors of Departments of Culture, Sports and Tourism, Departments of Culture and Tourism, and Heads of units under the Ministry in localities shall organize serious duty shifts, promptly inform and report to the Ministry of Culture, Sports and Tourism on the situation of responding to the storm and damage occurring in the areas under their management during and after storm No. 3 (if any).
