Vietnamese and Burundian leaders agreed to strengthen high-level delegation exchanges and effectively implement bilateral cooperation mechanisms, especially the Political Consultations mechanism between the two Ministries of Foreign Affairs.
At the invitation of President Luong Cuong and his wife, President of the Republic of Burundi Évariste Ndayishimiye and his wife will pay an official visit to Vietnam from April 3-6, 2025.
On the morning of April 4th, following a solemn official welcoming ceremony at the Presidential Palace, President Luong Cuong held talks with President Évariste Ndayishimiye.
During the talks, on behalf of the State and People of Vietnam, President Luong Cuong warmly welcomed President Évariste Ndayishimiye and the high-level Burundi delegation on their first official visit to Vietnam; affirming that the President's visit is of special significance, taking place at a time when the two countries are preparing to celebrate the 50th anniversary of the establishment of diplomatic relations between Vietnam and Burundi (April 16, 1975 - April 16, 2025) and at a time when the Vietnamese people are joyfully celebrating the 50th anniversary of the liberation of the South and the reunification of the country, and the 80th anniversary of the founding of the nation.
Expressing confidence that this visit will open a new phase in the friendly relations and cooperation between the two countries, President Luong Cuong affirmed that Vietnam always values its friendly relations with African countries, including Burundi, friends who have always supported Vietnam in its struggle for national independence in the past as well as in the current process of national development.
The President highly appreciated the achievements that the State and people of Burundi have made in maintaining political stability, national harmony, and socio-economic development; and expressed confidence that Burundi, under the leadership of President Évariste Ndayishimiye, will successfully achieve its set goals and contribute even more to peace, stability, and development in the region.
The President of Burundi expressed his gratitude for the warm, sincere, and thoughtful welcome extended by the Party, State, and people of fraternal Vietnam to the high-level Burundi delegation.
Expressing admiration for Vietnam's struggle for national independence and impressed by the great and comprehensive achievements Vietnam has made in socio-economic development and in enhancing its prestige and position on the international stage, President Évariste Ndayishimiye was pleased that, despite the geographical distance, the people of the two countries have always been united, sharing warm feelings of friendship and mutual support.
President Évariste Ndayishimiye briefed the President on Burundi's socio-economic achievements, its role, and its contributions to regional organizations. He emphasized that this visit aimed to reaffirm the determination of the State and Government of Burundi to strengthen and develop friendly relations and cooperation with Vietnam in the fields of investment, agriculture, mining, science and technology, digital transformation, etc., and expressed his desire for the two countries to consider opening permanent diplomatic missions in each other's countries.
Both sides agreed to strengthen exchanges of high-level delegations through all channels to consolidate political trust and effectively implement bilateral cooperation mechanisms, especially the Political Consultations mechanism between the two Ministries of Foreign Affairs.
Both sides highly appreciated the positive progress in economic cooperation, highlighted by the success of the Lumitel telecommunications joint venture project in Burundi, with the participation of the Military Telecommunications and Industry Corporation (Viettel), which is increasingly developing, contributing positively to economic development and bringing many benefits to the people of both countries.
Both sides believe there is still much potential to further increase bilateral trade volume and agreed to promote the exchange of information on market demand, industries, investment opportunities, and facilitate connections and cooperation between businesses of the two countries; diversify trade items, identify product categories and facilitate market access for some of each country's strong export and import goods.
With a shared understanding of the vast potential for cooperation between the two countries, the two leaders agreed to continue focusing on promoting cooperation in areas of mutual strength and interest, especially agriculture, sharing development experiences; and actively negotiating and signing cooperation documents to complete the legal framework and facilitate the implementation of cooperation activities.
On this occasion, President Luong Cuong expressed his gratitude and hope that the President of Burundi would continue to pay attention to and create favorable conditions for Viettel Group's telecommunications joint venture in Burundi and for Vietnamese businesses to operate and conduct business stably and sustainably in Burundi.
During the talks, the two leaders also exchanged views on international and regional issues of mutual interest. President Luong Cuong highly appreciated the contributions of Burundi and President Évariste Ndayishimiye personally in his capacity as First Vice-Chair of the African Union (AU) in 2025, and as the Head of State coordinating the AU agenda on Youth, Peace and Security.
The two leaders agreed to strengthen coordination, cooperation, and mutual support in international organizations, multilateral and interregional forums, especially at the United Nations and the Non-Aligned Movement.
The President of Burundi expressed his readiness to act as a bridge and support Vietnam in strengthening cooperation with the African Union and establishing relations with the East African Community.
Regarding the South China Sea, the President requested Burundi's support for ASEAN's stance on resolving maritime disputes peacefully, based on respect for international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), and ASEAN's efforts to build the South China Sea as a sea of peace, stability, cooperation, and sustainable development.
At the conclusion of the talks, the President of Burundi once again expressed his gratitude to President Luong Cuong, the Party, the State, and the people of Vietnam for the warm and cordial reception. Wishing to continue fostering substantive and effective development of bilateral relations, President Évariste Ndayishimiye respectfully invited President Luong Cuong to pay an official visit to Burundi in the near future. President Luong Cuong thanked him and happily accepted the invitation.
Immediately after the talks, President Luong Cuong and President Évariste Ndayishimiye witnessed the signing ceremony of two cooperation documents: a framework agreement on cooperation between the two governments and a Memorandum of Understanding on establishing a mechanism for political and diplomatic consultations.
