Chairman of Hoang Liet Ward People's Committee awarded marriage certificate to Vietnamese

Under the witness of the ward leaders and the civil servant in charge of Justice of the ward People's Committee, Ms. Nguyen Thi Phuong Anh and Mr. Golubev Vladislav voluntarily signed the marriage certificate and marriage registration book, in accordance with the provisions of law.

At the ceremony, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hoang Liet Ward Nguyen Anh Tuan presented the marriage certificate to Ms. Nguyen Thi Phuong Anh and Mr. Golubev Vladislav.

In his congratulatory speech, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Hoang Liet Ward Nguyen Anh Tuan emphasized that the task of decentralization and delegation of authority in implementing the current two-level local government model is a major policy of the Party and State, aiming to enhance the initiative and creativity of all levels and sectors, while improving the effectiveness and efficiency of state management and improving the quality of service to the people. Implementing the provisions of the Law on Civil Status and the Law on Marriage and Family, this is also the first time that local authorities at the commune and ward levels have exercised the authority to register marriages involving foreign elements (previously, this authority belonged to the provincial Department of Justice).

On behalf of the leaders of Hoang Liet Ward People's Committee, Chairman of Hoang Liet Ward People's Committee Nguyen Anh Tuan congratulated Mr. Golubev Vladislav and Ms. Nguyen Thi Phuong Anh on officially becoming husband and wife, wishing the young couple to always love, cherish and build, preserve family happiness as well as the good traditions of Vietnamese families, the friendly solidarity between the two countries Vietnam - Russian Federation.

Sharing at the ceremony, Ms. Nguyen Thi Phuong Anh said that she and her husband and family really appreciate the enthusiasm and thoughtfulness of the ward authorities in supporting her in the procedures for registering a marriage involving foreign elements, especially the solemn and meaningful ceremony of awarding the Marriage Certificate.

“My husband and I will carry this appreciation with us throughout our journey of living happily together. I hope that the decentralization and authorization of local authorities at the commune level to exercise the authority to register marriages involving foreign elements will be a premise for public administrative procedures to become more and more convenient,” Ms. Nguyen Thi Phuong Anh emphasized.

Mr. Golubev Vladislav thanked the Hoang Liet ward authorities for helping to make the marriage registration process go smoothly. He plans to live in Vietnam for a long time and is very happy to be welcomed and supported enthusiastically and friendly by everyone.
