Chairman of An Giang Provincial People's Committee Ho Van Mung chaired a working session to resolve difficulties in implementing social housing projects.

On the afternoon of October 21, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung chaired a working session with departments, branches, localities, and enterprises to listen to reports on the implementation of social housing projects and the results of social housing targets in the province. Vice Chairman of the An Giang Provincial People's Committee Ngo Cong Thuc also attended.

Reporting at the meeting, the Department of Construction of An Giang province said that implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021 - 2030" in the province, according to the assigned targets in Decision No. 444/QD-TTg, dated February 27, 2025 of the Prime Minister , An Giang province (after the merger) in the period of 2021 - 2030 is 9,800 units (in the period of 2021 - 2024, 2,799 units were completed, the target for the period of 2025 - 2030 is 7,001 units), in 2025 is 985 units.

The leaders of the Department of Construction reported on the implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the 2021 - 2030 period" in An Giang province.

From the beginning of 2025 to September 30, 2025, An Giang has completed 343 social housing units. Based on the actual implementation situation mentioned above, by the end of 2025, An Giang is likely to complete 732/985 units. Based on the assigned target for the period 2025 - 2030 of completing 7,001 social housing units, An Giang Department of Construction plans to allocate completion targets for specific projects: 401 units in 2025; 1,125 units in 2026; 1,365 units in 2027; 1,236 units in 2028; 1,619 units in 2029; 1,255 units in 2030.

Investment enterprises raised difficulties and recommendations in implementing social housing construction.

During the project implementation process, many investors encountered many difficulties: The time to carry out legal procedures of the project was prolonged; difficulties in carrying out procedures for acceptance of completion of sea encroachment and land allocation according to Decree 102/2024/ND-CP and Decree 151/2025/ND-CP of the Government ; difficulties in land allocation and site clearance procedures; income confirmation for low-income people...

Based on the difficulties and obstacles of investors, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested the Department of Construction to advise, review and perfect the steering committee; advise on the full implementation of solutions and policies related to social housing.

From now until the end of the year, work related to social housing must be carried out according to the "APEC green stream", which means prioritizing procedures and recommendations from localities and businesses; and must be resolved as soon as possible...

Regarding investment procedures, Chairman of An Giang Provincial People's Committee Ho Van Mung requested the departments to urgently resolve the problems for groups that are not entangled; groups with problems related to the province's authority should be advised to handle them in the spirit of "green channels"; groups with problems related to higher levels should make separate recommendations for the Prime Minister to resolve.

Assign the Department of Construction to advise on favorable policies according to regulations on social housing for the province in the spirit of housing prices being as low as possible so that people have a place to live. The Provincial Police direct the police of communes, wards and special zones to confirm the income of those without labor contracts according to Decree 261/2025/ND-CP on social housing policy.

In addition to social housing for low-income people, there is also housing for workers with land fund problems. Chairman of An Giang Provincial People's Committee Ho Van Mung requested the Department of Agriculture and Environment to coordinate with the Economic Zone Management Board to review and complete procedures to build close to actual needs.

Propose that military forces, border guards, and police coordinate with localities and the Department of Agriculture and Environment to find land funds; review the current status of social housing in the investment area to calculate the supply and demand for housing for soldiers and police...
