Thorough preparation is needed for the large-scale implementation of assessments for grades 5, 9, and 11.

GD&TĐ - On the morning of October 24th, the Steering Committee for the Large-Scale Assessment Program for grades 5, 9, and 11 in the 2024-2027 period met to discuss the plan for the official survey in 2026.

On October 22, 2024, in Decision No. 3052/QD-BGDĐT, the Ministry of Education and Training issued the overall plan for organizing and implementing the national periodic assessment program of learning outcomes for students in grades 5, 9, and 11 for the period 2024-2027.

Next, in Decision No. 48/QD-QLCL, dated February 18, 2025, the Director of the Quality Management Department issued a detailed plan for implementing the tasks in 2025 for the National Periodic Assessment Program on Learning Outcomes of Grade 5, Grade 9, and Grade 11 students in 2025.

According to the report at the meeting, to date, the Quality Management Department has closely coordinated with specialized departments and bureaus under the Ministry to organize and implement tasks ensuring progress, quality, and effectiveness in accordance with Plan No. 3052/QD-BGDĐT and Plan No. 48/QD-QLCL.

The completion of the research framework for the survey toolkit ensures scientific accuracy , quality, and compliance with the regulations in Circular 51/2011/TT-BGDĐT.

The process of grading/coding the results of the pilot survey and entering the questionnaire data was carried out on schedule and accurately. The initial grading/coding process was assessed as rigorous, quite scientific, inheriting advanced methods from around the world and suitable for Vietnam, and easy to apply.

The working sessions (post-trial review workshops, meetings on survey questions, matrix review, and subject specifications) were organized as planned, with full and appropriate attendance; the delegates' opinions were of high quality and accurately reflected reality… providing a basis for improving the survey tools and procedures.

At the meeting, members of the Steering Committee exchanged views and provided feedback on refining the research framework for the survey toolkit; the survey questions, sample size, survey time, implementation conditions, resources for implementation, etc.

Concluding the meeting, Mr. Huynh Van Chuong, Director of the Quality Management Department and Deputy Head of the Standing Committee of the Steering Committee, highly appreciated the results of the implementation over the past period.

In the coming period, the focus should be on finalizing the research framework based on feedback from relevant units, and promptly submitting it to the Ministry of Education and Training leadership for consideration and approval; continuing to refine the activities of the pilot survey (data analysis, processing, and report preparation); and reviewing and improving the survey tools for the official survey, ensuring accuracy, scientific rigor, practical relevance, differentiation of student abilities, and adherence to the 2018 General Education Program.

In addition, a detailed plan for the 2026 evaluation program will be developed and issued, focusing on organizing the official survey; and a plan for the information technology platform to support the official survey will be reviewed and developed.

The goal is to conduct a rigorous and high-quality survey without creating pressure; the survey results should be objective, accurately assessing students' abilities, thereby providing a basis for proposing solutions and policies to innovate teaching and learning activities to meet the requirements of the general education program.

Over the past and in the coming years, Vietnam has participated in, is participating in, and will continue to participate in many international assessment programs such as PISA (OECD Programme for International Assessment of 15-Year-Olds); SEA-PLM (Southeast Asian Programme for Assessment of Primary Learning); and TALIS (OECD Programme for International Assessment of Teaching and Learning). These programs are all chaired by the Ministry of Education and Training, which also provides guidance for their serious, synchronized, and unified implementation nationwide across provinces, cities, and educational institutions.

On December 18, 2024, the Ministry of Education and Training issued Decision No. 4033/BGDĐT establishing the Steering Committee and the Secretariat to assist the Steering Committee for the National Periodic Assessment Program of Learning Outcomes for Grades 5, 9, and 11 for the period 2024-2027. Accordingly, the Standing Committee of the Steering Committee consists of 11 members; with Deputy Minister of Education and Training Pham Ngoc Thuong as Chairman; and Director of the Quality Management Department Huynh Van Chuong as the Permanent Vice Chairman.
