The Customs Sub-Department of Region V is assigned to perform the function of state management of customs in the two provinces of Bac Ninh and Thai Nguyen after the merger. For many years, the unit has continuously innovated management methods, reformed administrative procedures, created favorable conditions for enterprises with import and export activities, contributing to promoting local economic development.
Implementing the plan to develop the partnership between Customs - Enterprises and related parties, in the first months of this year, the working group of the Customs Branch of Region V has continuously worked with enterprises with import and export activities managed by the unit. This activity aims to understand production and business activities, grasp the difficulties, obstacles, proposals and recommendations of enterprises in the process of carrying out procedures as well as state management policies on customs. Thereby, promptly answering and resolving difficulties and obstacles of enterprises and making recommendations to competent authorities on management policies.

Mr. ChangKyun Seo, Global Import and Export Director of Amkor Technology Vietnam Co., Ltd. in Yen Phong II-C Industrial Park shared: “Since the construction of the factory in Bac Ninh , the Company has received support and facilitation from the province, departments, branches, especially the Customs Department, to ensure that the factory construction plans will soon go into production. We hope to continue to receive companionship and support, especially in the import and export of goods.”
In the first 6 months of 2025, the import and export turnover managed by the Department in the two provinces of Bac Ninh and Thai Nguyen reached 99.91 billion USD, equal to 118% compared to the same period in 2024. The total import and export turnover in Bac Ninh province alone reached 78.73 billion USD. Of which, exports reached nearly 40 billion USD, ranking 2nd in the country; the total state budget revenue was 6,192.5 billion VND, reaching 125% over the same period in 2024 and reaching 60% of the target assigned in 2025.
Promoting digital transformation
Along with supporting businesses, digital transformation is identified as a key task in 2025. The unit has implemented the following contents: Digitizing records and professional documents; upgrading information technology infrastructure, deploying modern management software; training digital skills for officials and civil servants; strengthening inter-sectoral coordination to ensure synchronization throughout the system. Digital transformation at Customs Region V is expected to create a breakthrough in reforming administrative procedures, improving service quality, and contributing to building a more modern, transparent and efficient customs system.

According to Mr. Pham Chi Thanh, Head of the Customs Sub-Department of Region V, thanks to the active reform of administrative procedures, modernization and application of information technology in state management of the customs sector, the process of handling customs procedures has become public and transparent, shortening the time for customs clearance of import and export goods, saving travel costs for organizations, individuals and businesses as well as limiting negative incidents in the process of handling public services, attracting new businesses to carry out procedures... In the first 6 months of the year, Bac Ninh province alone attracted more than 300 new businesses to carry out procedures, bringing the total number of businesses regularly carrying out customs procedures in the area to nearly 6,000 businesses.
To achieve the above results, the Department proactively advised the Provincial People's Committee and the Provincial Steering Committee 389; closely coordinated with relevant departments, agencies and branches to promote import and export activities and increase state budget revenue in the locality. The Department always set the goal of reforming administrative procedures to closely follow reality, taking reality as a measure; saying goes hand in hand with doing, associated with specific, substantive results, not formalities.
With high political determination, clear goals and strong direction from the unit's leaders, the Customs Branch of Region V aims to successfully complete the budget collection task for the whole year of 2025, while continuing to affirm its position as a core force in customs reform and modernization, creating an open, transparent and effective trade environment. This is not only a political task requirement, but also an affirmation of the determination from the leaders to each cadre and civil servant of the unit in building the image of a modern and professional customs.
