Smooth operation of two-level government
Right from the first days of operating the two-level local government, the leaders of the City Party Committee and People's Committee of Can Tho City visited the communes and wards in the area to grasp the situation, guide and support the localities to remove difficulties and obstacles. This determination contributed to the new apparatus operating in a truly "straight line, clear path, unanimous, and progressive manner".
The two-level local government apparatus in Can Tho City operates smoothly and effectively after reorganization and consolidation.
At the Long My Ward Public Administration Service Center, the working space is spacious, the process of receiving documents is clearly posted, and the staff and civil servants serve enthusiastically. Mr. Truong Van Ua in Long My Ward shared after coming to do land procedures: "The space of the Center is airy and clean. The staff guided me carefully, were friendly, and explained each step in detail, so I completed the documents quickly, without having to wait long."
Long My Ward was established on the basis of merging Thuan An Ward, Long Tri Commune and Long Tri A Commune. The expanded area and larger population mean that the need to handle administrative procedures is also higher. Under this pressure, the staff of the Ward Public Administration Service Center quickly rearranged the process, increased coordination and worked scientifically to ensure that documents were received and processed promptly and in accordance with regulations.
Ms. Nguyen Thi Anh Thu, a civil servant in charge of Land and Construction in Long My Ward, said: “The number of applications increases every day, but we always maintain a warm attitude and provide full support, even when people are not familiar with using online public services. The upcoming workload may be even greater and we are ready to respond in the best way possible.”
According to Mr. Luu Quoc Anh, Vice Chairman of the People's Committee and Director of the Long My Ward Public Administration Service Center, from the first day of operation, the ward leaders have always closely followed the activities, reminding civil servants to maintain a dedicated and responsible attitude towards the people. On average, the Center receives more than 50 applications per day, all of which are processed on time. In particular, many procedures that need to be processed within 1 day such as re-issuing copies of birth certificates, personal records, job application confirmations, etc. have been shortened to 1 session.
Hoa Luu Commune was established on the basis of merging Tan Tien, Hoa Tien and Hoa Luu communes. The Commune's Public Administration Service Center is staffed with 11 officials and civil servants. Mr. Trang Ich Hoa, Deputy Director of Hoa Luu Commune's Public Administration Service Center, said: In the early days of operation, there were times when the transmission line was overloaded, causing delays in processing people's files. However, the Center's officials and civil servants always tried their best, returning any files that returned results immediately and taking the time to explain so that people would sympathize with the delays caused by the Internet. Up to now, the Center's operations have been basically stable, and people who come here are satisfied with the facilities and the service attitude of the civil servants.
Urgency, responsibility, smoothness and efficiency are impressive results in the operations of 103 communes and wards in Can Tho City after more than 3 months of operating the new apparatus. In particular, many localities have practical ways to serve people better. Vinh Chau Ward impressed with the model of "Mobile public services serving people and businesses" receiving and handling administrative procedures of people at schools, hamlet and quarter people's committee headquarters. Phu Loi Ward takes queue numbers via Zalo account, when there is a need to handle administrative procedures, people only need to access Zalo OA of the Ward People's Committee and perform the operation of taking queue numbers, selecting the administrative procedures to be handled, the system will automatically issue queue numbers...
Positive growth
The smooth and effective operation of the two-level local government apparatus is a very important foundation for the city to carry out its tasks well. Thanks to that, the socio -economic situation in recent months has achieved many positive signs.
According to data from the functional sector of Can Tho City, in the first 9 months of 2025, the industrial production index (IIP) is estimated to increase by 8.65% over the same period in 2024; the export value of goods and foreign currency revenue reached more than 4.1 billion USD, up 12.1% over the same period last year; the import value of goods is estimated at 949.2 million USD, up 10.5% over the same period in 2024; there are 3,326 newly registered enterprises with a total registered capital of more than 17,552 billion VND, an increase of 40.63% in the number of enterprises and an increase of 3.95% in capital over the same period in 2024.
The total state budget revenue according to the estimate assigned by the Government up to September 30, 2025 was VND 19,116 billion, reaching 77.23% of the estimate assigned by the Central Government and 72.51% of the estimate assigned by the City People's Council. Tourism activities also improved. The total number of visitors and tourists is estimated at more than 9.3 million, up 20.13% over the same period in 2024, reaching 85% of the plan; total revenue from tourism is estimated at more than VND 8,024 billion, up 33% over the same period last year and reaching 80% of the yearly plan.
The fields of culture, society, and social security continued to be implemented effectively. Foreign affairs activities were deployed relatively evenly in all fields. Anti-corruption work was carried out resolutely and effectively. National defense, security, and social order and safety were ensured.
According to Mr. Truong Canh Tuyen, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Can Tho City, the city will focus on promoting economic growth in the last months of the year to ensure the economic growth scenario (GRDP) of at least 10% as assigned by the Resolution of the Government. In particular, strengthening financial and state budget discipline; thoroughly cutting regular expenditures and non-urgent spending tasks. Focusing on cutting and simplifying administrative procedures, business conditions, and implementing administrative procedures smoothly and effectively when implementing 2-level local government. Focusing on solutions to accelerate disbursement of public investment capital, progress of implementation of national target programs, striving to disburse 100% of the public investment capital plan for 2025 assigned by the Prime Minister and 100% of capital of national target programs.
Strengthen trade promotion, stimulate consumption, promote the distribution of goods through digital platforms and e-commerce; actively respond to the campaign "Vietnamese people prioritize using Vietnamese goods"; boost exports, especially for key products with competitive advantages to large and potential markets. In addition, improve the quality of human resources associated with promoting scientific research, technology development and application, promoting innovation and start-ups... to ensure the growth scenario of the city has been set out.
