The police and other relevant agencies have intervened but have not been able to completely resolve the issue.
The demand for health certificates and medical examination papers is very high among the public for purposes such as learning to drive, applying for jobs, and even escaping prosecution... leading to corruption and violations of the law.
"There have been cases of people with both arms amputated being granted driver's licenses because they have health certificates. There have also been cases of male patients with certificates claiming inflammation of female reproductive organs. Another case involved someone using a certificate of mental illness to evade prosecution ," said a spokesperson for the Ministry of Public Security.

According to Lieutenant General To An Xo, on June 2nd, the Bien Hoa City Police, Dong Nai province, temporarily detained 18 people for investigation into the act of forging documents and seals of agencies and organizations, which occurred at 6 clinics in the area.
Among them, 3 doctors are heads of the Long Binh Tan, Tan Long, and Hien Phuoc polyclinics; 2 doctors are deputy heads of the Tam Duc polyclinic and specialists at the My Duc polyclinic; the remaining 13 are pharmacists, medical staff, and brokers.
Earlier, on the morning of May 30th, police forces simultaneously raided clinics and residences of several individuals in the following wards: Tan Hiep, Long Binh, Long Binh Tan, Trang Dai, and Buu Hoa.
During the search, the police seized hundreds of thousands of sick leave certificates for social insurance benefits, health examination certificates (with falsified results and lacking patient information), and numerous machines and documents related to medical examination and treatment activities at the clinics.
Bien Hoa City Police have summoned more than 30 people involved in the production of fake documents for verification and clarification.
Initially, the police determined that in addition to providing daily medical examinations and treatment to patients, these clinics were also buying and selling, and fabricating documents such as sick leave certificates for social insurance benefits and health certificates to sell to workers, mainly factory workers.
Besides buying and selling sick leave certificates for social insurance benefits, clinics also create files to claim reimbursement from health insurance.
