Attending the ceremony were: Mr. Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Colonel Phan Dai Nghia - Member of the Standing Committee of the Provincial Party Committee, Commander of the Provincial Military Command; Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee. Also present were members of the Provincial Party Committee: Ms. Nguyen Thi Hong Hoa - Director of the Department of Health; Mr. Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development; Mr. Nguyen Xuan Duc - Secretary of the Nam Dan District Party Committee. Representatives from provincial departments, agencies, and Nam Dan district were also in attendance.
Over 70 years of construction and development, with a tradition of patriotism, revolution, and diligence in labor and production, under the leadership of the Party, the people of Nam Cat commune have gradually overcome difficulties, unleashed potential, and promoted advantages in economic , cultural, and social development; actively contributing manpower and resources alongside the South to successfully wage the resistance war against the American imperialists, completely liberating the South and unifying the country.
From a purely agricultural commune with limited infrastructure and difficult living conditions for its people, through various stages of history, the Party Committee and people of Nam Cat commune have achieved many remarkable accomplishments, especially in the new rural development program, advanced new rural development program, and model new rural development program.
Notably, in 2014, Nam Cat was one of four communes to achieve the new rural standard, in 2021 it achieved the advanced new rural standard, and in April 2023 it was recognized by the People's Committee of Nghe An province as a model new rural commune; it is one of the first six communes in Nghe An province to achieve the model new rural commune standard.
Nam Cat commune was selected by the district as a pilot commune for building a model new rural area in the 2021-2025 period. It builds upon the achievements of the commune in achieving new rural area standards in 2014 and the commune in achieving advanced new rural area standards in 2021.
Within one year, thanks to the strong leadership and guidance of the Party committee, the flexible management and operation of the government, the close coordination of the Fatherland Front and political and social organizations, and the active participation of all sectors of the population, the construction of the commune to meet the standards of a model new rural area has yielded many remarkable results.
To date, infrastructure has been invested in comprehensively, with 100% of rural roads being paved to standard. Cultural facilities from the commune to the hamlet level have been upgraded comprehensively, and the grounds have been renovated and beautified to ensure they adequately serve the physical education, sports, and community activities of the people.
The school buildings have a modern overall campus design, meet national standard school criteria, and are equipped with all the minimum required teaching aids, toys, and equipment.
During the period 2018-2022, the capital mobilized for the implementation of the new rural development program was 92.9 billion VND. Of this, 13.53 billion VND came from people's contributions, 44.17 billion VND from higher-level budgets, and the remaining 35.2 billion VND was allocated from commune budgets to invest in upgrading socio-economic infrastructure.
In agricultural production, a specialized agricultural zone has been planned, with an area of 60 hectares dedicated to producing high-quality rice seeds, in collaboration with the Central Seed Corporation. In 2021, the commune had one traditional fermented pork sausage product, a distinctive feature of the commune, that participated in the OCOP program and was awarded 3 stars.
The work of poverty eradication, job creation, and poverty reduction in the commune has yielded many positive results. The living standards of poor households have improved, and the poverty rate is steadily decreasing. The average per capita income in 2023 was 63 million VND/year; the poverty rate was only 0.26%. The cultural and social sectors have seen many positive changes, and security and order are ensured. The political system is strong.
For many consecutive years, the Party Committee of Nam Cat commune has been recognized for successfully completing its tasks, and in 2021 and 2022 it was classified as outstandingly performing its duties. The local government has been recognized as strong and effective every year. The Fatherland Front and its members have consistently been rated as excellent. In recognition of the efforts and achievements of the Party Committee and the people in patriotic emulation movements in 2021 and 2022, Nam Cat commune was awarded the Emulation Flag by the District People's Committee, and in 2023 by the Provincial People's Committee.
Speaking at the ceremony, on behalf of the provincial leadership, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the achievements of the Party Committee, government, and people of Nam Cat commune in the past period.
The Vice Chairman of the Provincial People's Committee requested that the Party Committee, government, and people of Nam Cat commune continue to inherit and promote historical traditions, overcome difficulties, exploit the potential, strengths, and internal resources of the commune, unite in awareness and action, and lead Nam Cat commune to develop faster, stronger, and more comprehensively, becoming one of the leading units in the new rural development movement of Nam Dan district.
To achieve this, according to the Vice Chairman of the Provincial People's Committee, building new rural areas means defining specific contents for the industrialization and modernization of agriculture and rural areas; linking the construction of new rural areas with the restructuring of the agricultural sector and socio-economic development, and continuously improving the lives of the people.
Local authorities need to promote the leading role of the people, and propaganda work must be prioritized to ensure that the people understand, believe, and respond through participation, contribution, suggestions, and proactive implementation of their tasks. This is the key to the program's success.
This is coupled with the close leadership and guidance of local authorities and political and social organizations. Localities need to choose appropriate methods, prioritize tasks, creatively apply mechanisms and policies, mobilize suitable capital; diversify resources; and mobilize the people's strength on a voluntary basis, through discussion, democracy, and with high levels of participation...
On this occasion, the Provincial People's Committee awarded Certificates of Commendation to collectives and individuals who have achieved outstanding results in the movement to build advanced new rural areas and model new rural areas in the locality.
