The Congress aims to summarize the emulation and reward work and the "Determined to Win" emulation movement for the period 2019-2024. The Congress also determines the direction, objectives, and tasks for the period 2024-2029 and honors and rewards outstanding exemplary collectives and individuals in the "Determined to Win" emulation movement over the past five years. The Vietnam Peacekeeping Department is a unit directly under the Ministry of National Defense , with the function and nhiệm vụ of advising the Central Military Commission and the Ministry of National Defense on Vietnam's participation in United Nations peacekeeping forces, and advising the Minister of National Defense to assist the Government in the state management of participation in United Nations peacekeeping forces. Simultaneously, the Ministry of National Defence coordinates national participation in United Nations peacekeeping forces, assisting the Minister of National Defence in building, managing, commanding, directing, and overseeing the UN peacekeeping forces under its jurisdiction, and carrying out other tasks assigned by the Ministry of National Defence and the General Staff. Vietnam's UN peacekeeping forces operate in high-risk environments regarding security, disease outbreaks, and harsh climates, far from their homeland and families. The command, direction, and management of Vietnamese forces participating in UN peacekeeping operations in these missions still face many difficulties and shortcomings.

In light of this situation, during the period 2019-2024, the Vietnam Peacekeeping Department implemented many innovative policies and measures to lead, direct, and organize the emulation and reward work and the "Determined to Win" emulation movement. This aimed to create motivation for agencies and units to successfully complete their assigned tasks, build Party committees that perform well and excellently, and create exemplary and outstanding comprehensively strong units. During the period 2024-2029, the Vietnam Peacekeeping Department will continue to thoroughly understand and effectively implement the directives of the Politburo and the Standing Committee of the Central Military Commission on continuing to innovate emulation and reward work and promote the "Determined to Win" emulation movement. Identifying, nurturing, and replicating advanced models throughout the organization, linking the "Determined to Win" emulation movement with promoting the study and emulation of Ho Chi Minh's thought, morality, and style, and the "Promoting Traditions, Contributing Talents, and Upholding the Name of Ho Chi Minh's Soldiers in the New Era" campaign, focuses on the goal of successfully fulfilling the resolutions set forth by the Party Congress. Simultaneously, it concentrates on emulation to create a solid transformation in the quality of task performance and the building of a regular and disciplined force. The entire agency and unit consistently demonstrates unity of will and action, unwavering political resolve, sharp thinking and professional skills, thoroughly overcoming weaknesses and shortcomings, minimizing ordinary disciplinary violations, ensuring no serious disciplinary incidents, building a clean and strong Party Committee, and a comprehensively strong unit that is "exemplary and outstanding," and successfully completing all assigned tasks.
To date, Vietnam has deployed more than 800 officers and personnel from the military and police forces, both individually and in units, to three UN missions and headquarters.
