Da Nang aims to complete nearly 29,000 social housing units by 2030

Da Nang requires relevant agencies and units to promote administrative procedure reform, putting social housing projects into the "green lane" and "priority lane" groups.

The People's Committee of Da Nang City has just developed a Plan to implement the Prime Minister 's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period" in the city in the 2025-2030 period.

According to this Plan, the city's core objective is to focus on directing the effective implementation of the 1 million apartment project to meet the housing needs of beneficiaries of policies on renting, buying, and hire-purchasing social housing according to housing law regulations, striving to complete the social housing targets assigned by the Prime Minister.

Along with that, mobilizing and effectively using capital sources for social housing development, encouraging investment from the private sector in social housing projects, contributing to improving people's quality of life and promoting sustainable urban development.

The city aims to complete a total of 28,955 social housing apartments in the 2025 - 2030 period, allocated annually as follows: 2,676 units in 2025; 4,979 units in 2026; 5,000 units in 2027; 5,200 units in 2028; 5,700 units in 2029 and 5,400 units in 2030.

The allocation of targets is carried out on the basis of Decision No. 444/QD-TTg and will be adjusted according to the Prime Minister's decisions when required.

The city requires relevant agencies and units to step up administrative procedure reform, put social housing projects into the "green lane" and "priority lane" groups, simultaneously implement investment, land, planning, construction and environment procedures; minimize the time for project appraisal, approval, land allocation, construction permit issuance and related procedures. Reduce at least 50% of the time for administrative procedures and 50% of the cost of administrative procedure compliance compared to current regulations.

The list of projects expected to be implemented in the 2025 - 2030 period attached to the Plan includes 43 projects with a total land area of ​​more than 134.1 hectares and a scale of 42,759 apartments.

The projects are distributed in many areas in the city and neighboring areas, including student housing projects in FPT Technology Urban Area; social housing apartments for meritorious people; student dormitories in Hoa Khanh; housing projects in Hoa Xuan, Son Tra, Thanh Khe, Cam Le, Lien Chieu; and many housing areas for workers in industrial parks and areas in Chu Lai, Nui Thanh, Dien Ban.

The City People's Committee assigned the Department of Construction to be responsible for monitoring and synthesizing the implementation situation; reviewing and adjusting the list of social housing projects expected to be invested in the 2025 - 2030 period in accordance with the actual situation; reviewing land funds with suitable locations and synchronous infrastructure to supplement and call for investment in building social housing to ensure social housing criteria in the 2025 - 2030 period.

The Department of Finance advises on adding social housing development targets to the city's 5-year and annual socio-economic development targets; advises on arranging public investment capital, regular expenditure capital, and other legal capital sources according to regulations to carry out compensation, support, resettlement, and synchronous investment in technical infrastructure systems outside the project scope to create land funds for social housing development.

At the same time, advise on capital allocation to implement social housing investment projects from public investment sources, and support social housing construction investment projects in Quang Nam province (before merger) according to Resolution No. 35/2024/NQ-HDND dated December 6, 2024 of the People's Council of Quang Nam province.

The Department of Agriculture and Environment shall base on the List of social housing projects expected to be implemented in the period of 2025-2030 to coordinate and guide the People's Committees of communes and wards to supplement the planning and land use plans to submit to competent authorities for approval, as a basis for carrying out procedures for land recovery, land allocation, and permission to change the purpose of land use to implement social housing projects.

At the same time, guide the implementation of procedures for land allocation, land lease, and issuance of environmental permits for social housing construction projects according to the provisions of law; strengthen inspection and handling of cases of delay in putting land into use according to the provisions of land law.
