On the afternoon of June 4th, in Hoat Giang commune, Ha Trung district, the delegation of the Provincial People's Council, including delegates Nguyen Van Thi, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee; Le Van Dong, Provincial Party Committee Member and Director of the Provincial People's Procuracy; and Le Van Dau, Secretary of the Ha Trung District Party Committee, met with voters in Ha Trung district before the 20th session of the 18th Provincial People's Council.

At the meeting, representatives of the Provincial People's Council delegation informed voters about the expected content and program of the 20th session of the 18th Provincial People's Council; reported on the socio -economic, national defense and security situation of the province in the first five months of the year, solutions for implementing key tasks in the remaining months of 2024; and reported on the results of resolving voters' requests submitted to the sessions of the Provincial People's Council.

In a democratic and open atmosphere, voters in Ha Trung district petitioned the province to invest in expanding Route 523 from km0 to km6+400 (Hoat Giang); to repair Route 523 from km10+300 to km12 (Ha Tien); and to expedite the construction of the project to widen the road surface and drainage ditches of Provincial Road 522B passing through Ha Giang commune.

Voters in Ha Chau commune have requested that the province repair Road 527C from km 5+300 to km 8+700 due to its deterioration, in order to ensure traffic safety and facilitate production and daily life for the people of Ha Chau commune in particular and the people in the area in general. They also requested a review of the actual planning and demarcation of the road boundaries for Road 527C, and the issuance of specific guidelines so that people understand and comply with the law.

Regarding irrigation, voters requested that the province pay attention to repairing and upgrading several canals, bridges, culverts, and pumping stations in the district that have deteriorated and no longer meet the requirements for agricultural production. These include two culverts on provincial road 527C at km6+650 and km6+780 (Ha Chau), the Da Vet pumping station in Hoat Giang commune, and further investment in the remaining 800m of the canal from Da Vet to Cong Giang (Hoat Giang); upgrading the Canal 2 and Canal 3 dikes (Ha Tan); constructing a spillway bridge over the Cua Khau reservoir spillway (Ha Bac); and upgrading the Bac-Yen Bridge (Song Nga hamlet, Ha Bac commune).

Voters have requested that the province promptly implement the project to upgrade the left embankment of the Hoat River section passing through Ha Bac commune, Ha Giang province, in accordance with Decision No. 2635/QD-BNN-TL dated June 30, 2023, of the Ministry of Agriculture and Rural Development.
Voters in Ha Tien commune have requested that the province manage the issue of Bac Giang Co., Ltd. dredging the Hoat River (in the Ha Tien commune section) to an excessively deep level, posing a risk of subsidence to the T2 canal bridge and affecting several households living near the area.
Regarding the electricity system, voters requested that the province direct Thanh Hoa Power Corporation to review and invest in upgrading power lines because the current electricity quality in some localities in the district is poor, failing to ensure adequate electricity for daily life and production for the people.

Voters also requested that the province consider increasing the allocated budget for the operation of socio-political organizations at the commune, village, and neighborhood levels, and paying social insurance contributions for the positions of Party branch secretary and village head; and promptly implement Government Decree No. 33/2023/ND-CP dated June 10, 2023, regulating commune-level officials and civil servants and non-professional personnel at the commune and neighborhood levels.
Regarding socio-cultural issues, voters requested that the province allocate budget for the repair of several seriously dilapidated historical sites in the district, such as Van Dien village communal house (Hoat Giang); Bai Son village communal house (Ha Tien)...

On behalf of the Provincial People's Council delegation, the Standing Vice Chairman of the Provincial People's Committee, Nguyen Van Thi, thanked the voters of Ha Trung district for their opinions, suggestions, and feedback; he also explained and clarified some issues of concern to the voters. At the same time, he directed Ha Trung district and relevant departments and units to research and resolve the proposals and suggestions within their authority.
Other opinions will be received and compiled by the Provincial People's Council delegation and submitted to the Provincial People's Council and relevant authorities for consideration and resolution at the upcoming session of the Provincial People's Council.
