Today, November 22nd, continuing the program of the 8th session, the National Assembly held group discussions on the draft Law on Special Consumption Tax (amended), the Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils, and the Law on Corporate Income Tax (amended).

Speaking on the draft Law on Special Consumption Tax, Representative Hoang Duc Thang, Deputy Head of the Standing Delegation of the National Assembly of Quang Tri Province, expressed his agreement with the provision in this revised draft law to add several types of goods that are discouraged from use or that have an impact on people's health to the list of goods subject to special consumption tax.
Regarding the subjects of excise tax, the representative argued that including all types of gasoline under excise tax is not entirely appropriate in the current situation. Gasoline is not only a common and widely used commodity but also a key input for production, business, and transportation. The representative stated that gasoline is currently subject to numerous taxes and fees, and suggested that it should be considered an essential consumer item, adjusting the tax rate to suit the goal of not encouraging but meeting the essential needs of the people.
Regarding the regulation that soft drinks meeting Vietnamese standards with a sugar content exceeding 5g/100ml are subject to excise tax, the representative suggested that the drafting committee exercise caution and provide convincing evidence of the impact of this type of product on human health before imposing excise tax.
Regarding alcoholic beverages, delegates agreed with the view to increasing the tax rate. However, the tax rate in the draft law is too high. They proposed setting a more appropriate tax rate and establishing a roadmap for its implementation to allow businesses to adapt to the tax increase, ensuring a balance between the goals of reducing alcohol consumption, increasing state revenue, and creating jobs for workers.
Commenting on the regulations regarding questioning and reviewing answers to questions at National Assembly sessions in the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils, Representative Hoang Duc Thang suggested that it should be clearly stipulated that questioning and answering questions are conducted at regular sessions of the National Assembly, and if necessary, the questioning and answering activities can be considered and decided upon at extraordinary sessions if requested.
Regarding the regulations on who is questioned, the delegates argued that those questioned should be elected or approved by the National Assembly, similar to the composition for a vote of confidence, which is appropriate, fair, and fully reflects the rights and obligations of these positions.
Accordingly, the following positions are also subject to questioning: President, Vice President; Chairman and Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly, Chairman of the National Ethnic Council , Chairmen of Committees, and Secretary General of the National Assembly. Representatives affirmed: "This is a new issue, but it needs to be studied to supplement and amend it accordingly; something that the law has not addressed or regulated before."
Discussing the draft Law on Corporate Income Tax (amended), delegate Hoang Duc Thang also had some specific comments on some provisions of the draft law. He suggested that the National Assembly absorb, revise and perfect the provisions so that when the law is passed, it will be easier to apply in real life.
