General Phan Van Giang works with the Government Cipher Committee

On the morning of March 25, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense , had a working session with the Government Cipher Committee.

General Phan Van Giang gave a speech at the meeting.

The Government Cipher Committee has the function of advising the Minister of National Defense in performing the task of State management of ciphers. In recent times, the Government Cipher Committee has led and directed the Vietnam Cipher sector to deploy unified, synchronous and comprehensive work; ensuring absolute confidentiality, safety, accuracy and timeliness of information to serve the leadership and direction of the Party, State and armed forces in all situations.

Notably, the Government Cipher Committee has advised competent authorities to institutionalize the Party's viewpoints, guidelines, and policies, the State's policies and laws on cipher, creating a legal corridor to enhance the role of cipher work in the new situation; advising on the development of draft laws such as the Law on Electronic Transactions, the Law on Identification, the Law on Housing, etc.

The Government Cipher Committee has effectively performed the state management function of specialized digital signature authentication; civil cryptography, and coordinated the monitoring of information security on important information technology networks.

To continue to successfully complete the tasks in the coming time, General Phan Van Giang requested the Government Cipher Committee to thoroughly grasp the resolutions at all levels to build a revolutionary, standardized, and modern Vietnam Cipher sector from now until 2030, with a vision to 2045; proactively grasp, analyze, and forecast the situation to promptly advise the Party, the State, and the Minister of National Defense to strengthen state management of cipher; effectively implement the Vietnam Cipher Sector Development Strategy; focus on digital transformation, research and innovation in technical and professional management methods, and develop a national cryptographic infrastructure plan. In addition, the Vietnam Cipher sector needs to raise awareness of information security and safety; effectively perform internal political protection, manage cadres and employees, strictly maintain discipline and working regulations; synchronously implement solutions to improve the quality of building strong and comprehensive agencies and units.
