(GLO) - Dak Po District ( Gia Lai Province) is actively urging the remaining households to receive compensation funds soon so that they can hand over the land to the construction unit to implement the project to enhance transportation connectivity in the Central Highlands region.

Despite having worked with the Compensation Council for Land Clearance of the Central Highlands Regional Transport Connectivity Enhancement Project, specifically the section passing through Dak Po district, on compensation and support plans for damages when the State reclaims land, crops, houses, and structures, Mr. Mai Thanh Nhut (An Son village, Cu An commune) has still not agreed.

Mr. Nhut's family was subject to the complete expropriation of their land and house. Specifically, 142 square meters of residential land were expropriated, with a compensation value exceeding 2.2 billion VND, and 44.7 square meters of land planted with perennial trees, with a compensation value exceeding 6.4 million VND. In addition, the family received compensation for their house, structures, crops, and other support policies, totaling over 2.7 billion VND.

Mr. Nhut stated that the district's compensation council had not adequately addressed the issue, so he continued to request consideration of compensation for the shop (the part of the shop that rents out wedding attire and is also where his wife works as a makeup artist and nail technician); and also requested an increase in compensation for the land used for perennial crops belonging to his family. Furthermore, his family's land, over 186 square meters (6 meters wide x over 30 meters long), has been completely confiscated and cleared by the state, forcing them to relocate.

“With the current compensation amount, my family doesn't have enough to buy land and build a house. Therefore, I request that the District Compensation Council consider allocating a suitable resettlement land area so that my family can stabilize our lives soon. In addition, the compensation offered by the District Compensation Council is low; I request that the compensation for the house, structures, and land used for perennial crops belonging to my family be increased,” Mr. Nhut said.

Meanwhile, representing the household of Mr. Nguyen Minh Thuyet and Ms. Le Thi Hong, Mr. Nguyen Quoc Vuong (Mr. Thuyet's son) has also not agreed with the compensation price offered by the district's Compensation Council. According to Mr. Thuyet, his household is using plot number 183, map sheet number 2, with an area of ​​1,311 m2 (400 m2 of rural residential land; 911 m2 of land for perennial crops), for which the district issued a land use right certificate in 2011.

Based on the measurement results, the total area of ​​land currently used by the family is 1,229.9 m2 (a decrease of 81.1 m2 compared to the area stated on the land use right certificate). This includes 400 m2 of residential land and 829.9 m2 of land for perennial crops. The total area of ​​land to be reclaimed from Mr. Thuyet's family is 741.3 m2, with 423.6 m2 located within the road safety corridor and the remaining 65 m2 (outside the road safety corridor).

Regarding the remaining 65 m2 of land, which did not meet the minimum area requirement (70 m2) for building a house, at the family's request and with the agreement of Project Management Board 2 (Ministry of Transport), the district's compensation council reserved 104.5 m2 of residential land for the family to build a house. Thus, the total area reclaimed was 741.3 m2, with compensation for the 295.5 m2 of residential land reclaimed amounting to over 4.6 billion VND and 63.9 million VND for the 445.8 m2 of land planted with perennial trees. Along with compensation for the house, structures, and crops; support for business activities; and support and subsidy policies, the family received a total compensation of 5.7 billion VND.

However, according to Mr. Vuong, the valuation and compensation rates for land used for perennial crops are unsatisfactory. “My family had 445.8 m2 of land used for perennial crops, adjacent to National Highway 19, confiscated. The actual value of this land is very high, but the compensation rate is only 143,487 VND/m2. Furthermore, for agricultural land, gardens, and ponds attached to residential land within the same plot, the compensation value should be equivalent to 30 to 70% of the value of the residential land, but the Compensation Council still applied a rate of only 143,487 VND/m2 compared to the residential land price of 15.6 million VND/m2,” Mr. Vuong shared.

Furthermore, Mr. Vuong also requested clarification on the reduced land area (81.1 m2 compared to the land use right certificate); and reconsidered the conversion of the remaining 100 m2 from perennial crop land to residential land, arguing that applying the compensation rate of 1.6 billion VND for residential land was inappropriate.

Regarding this issue, Mr. Huynh Van Hon, Vice Chairman of the People's Committee of Dak Po District and Chairman of the District Compensation Council, stated: The project to enhance transportation connectivity in the Central Highlands region, specifically the section passing through Dak Po District, consists of two sections. The upgraded and expanded section of National Highway 19 has had its entire land handed over to the construction unit; the An Khe town bypass (the section through Dak Po District) currently has 1.9/2.1 km of land handed over (90.5%).

According to Mr. Hon, this bypass section involves 93 households and individuals subject to compensation and land clearance. To date, the District People's Committee has approved 10 compensation plans for 93 households, and payments have been made to 90 out of 93 cases, with 3 households yet to receive payment. Among them, Mr. Dang Van Thai and Ms. Le Thi Thanh Thuy's household have basically agreed to the compensation plan, and the District Compensation Council will disburse the money.

“Regarding the cases of Mr. Nhut and Mr. Thuyet, who have raised concerns about the low compensation price for their perennial crop land, the District Compensation Council has explained, publicized, and persuaded them, sending written responses to all their requests and questions; and simultaneously informed them of the results of applying compensation and support values ​​when the State reclaims the land. However, to date, these two families have still not reached an agreement. In the future, if these households continue to disagree, the district will develop a plan for forced eviction to ensure the progress of compensation and land clearance for the construction unit to implement the project,” the Vice Chairman of the Dak Po District People's Committee emphasized.
