(GLO)- Dak Po district ( Gia Lai province) is actively mobilizing the remaining households to receive compensation funds soon to hand over the site to the construction unit to implement the project to enhance traffic connectivity in the Central Highlands region.

Although he has worked many times with the Compensation Council for Site Clearance of the Project to Enhance Traffic Connection in the Central Highlands through Dak Po District on the compensation plan and support for damages when the State reclaims land, crops, houses and structures, Mr. Mai Thanh Nhut (An Son village, Cu An commune) still does not agree.

Mr. Nhut’s family is subject to the confiscation of all land and housing. Of which, the confiscated residential land area is 142 m2, with a compensation value of over 2.2 billion VND and 44.7 m2 of perennial land with a compensation value of over 6.4 million VND. Along with that, his family is also compensated for housing, architectural works, crops, and support policies with a total compensation value of over 2.7 billion VND.

Mr. Nhut said that the District Compensation Council had not resolved the issue satisfactorily, so he continued to request consideration of compensation for the house (the part of the wedding dress rental shop and also the place where his wife worked as a makeup artist and nail artist); at the same time, the compensation level for the family's perennial land was increased. In addition, his family's land of more than 186 square meters (6 meters wide x over 30 meters long) was now reclaimed by the State, completely cleared, and he had to move to find another place to live.

“With the current compensation amount, my family does not have enough to buy land and build a house. Therefore, I request the District Compensation Council to consider arranging a suitable resettlement area so that my family can soon stabilize their lives. In addition, the compensation level offered by the District Compensation Council is low, I request that the compensation price for houses, structures, and land for perennial crops of the family be increased,” said Mr. Nhut.

Meanwhile, representing Mr. Nguyen Minh Thuyet's household - Ms. Le Thi Hong, Mr. Nguyen Quoc Vuong (Mr. Thuyet's son) has not yet agreed on the compensation price proposed by the district's Compensation Council. Accordingly, Mr. Thuyet's household is using land plot No. 183, map sheet No. 2 with an area of ​​1,311 m2 (rural residential land 400 m2; perennial land 911 m2) and was granted a land use right certificate by the district in 2011.

Based on the measurement results, the total land area currently used by the family is 1,229.9 m2 (81.1 m2 less than the area on the land use right certificate). Of which, residential land is 400 m2, land for perennial crops is 829.9 m2. The total land area recovered from Mr. Thuyet's family is 741.3 m2, the area within the road safety corridor is 423.6 m2, the remaining area (outside the road safety corridor) is 65 m2.

For the remaining 65 m2 of land that does not meet the minimum area (70 m2) for housing construction, at the request of the family and the agreement of Project Management Board 2 (Ministry of Transport), the District Compensation Council left 104.5 m2 of residential land for the family to build a house. Thus, the total recovered area is 741.3 m2, the compensation value for the area of ​​295.5 m2 of recovered residential land is more than 4.6 billion VND and 445.8 m2 of perennial land is 63.9 million VND. Together with the compensation value for housing, architectural works, crops; business support; support policies, subsidies, his family was compensated a total of 5.7 billion VND.

However, according to Mr. Vuong, the valuation and compensation for land for perennial crops is not satisfactory. “My family had 445.8 m2 of land for perennial crops adjacent to National Highway 19 reclaimed, which has a very high actual value, but the compensation price is only 143,487 VND/m2. On the other hand, for agricultural land, gardens and ponds attached to residential land in the same plot of land, the compensation value must be equivalent to 30 to 70% of the value of residential land, but the Compensation Council still applies a price of only 143,487 VND/m2 compared to the residential land price of 15.6 million VND/m2,” Mr. Vuong shared.

In addition, Mr. Vuong also requested to clarify the reduced land area (81.1 m2 compared to the land use right certificate); at the same time, reconsidering the conversion of the remaining 100 m2 from perennial land to residential land but applying the compensation price of 1.6 billion VND for residential land is not appropriate.

Discussing this issue, Mr. Huynh Van Hon - Vice Chairman of Dak Po District People's Committee, Chairman of the District Compensation Council - said: The project to enhance traffic connectivity in the Central Highlands region through Dak Po district has 2 sections. Of which, the upgraded and expanded National Highway 19 route has handed over the entire site to the construction unit; the route bypassing An Khe town (section through Dak Po district) has now handed over 1.9/2.1 km of site (reaching 90.5%).

According to Mr. Hon, this bypass section has 93 households and individuals who are subject to compensation and site clearance. Up to now, the District People's Committee has approved 10 compensation plans for 93 households, and has paid 90/93 cases, while the remaining 3 households have not received money. Of which, Mr. Dang Van Thai and Ms. Le Thi Thanh Thuy's household basically agreed on the compensation plan, and the District Compensation Council will pay the money.

“In the case of Mr. Nhut and Mr. Thuyet’s households who have opinions about the low compensation price for perennial crop land, the District Compensation Council has explained, propagated, mobilized, and sent written responses to all their requests and questions; at the same time, announced the results of applying compensation and support values ​​when the State reclaims land, but up to now, these two families have not yet agreed. In the coming time, if these households continue to disagree, the district will develop a coercive plan to ensure the progress of compensation and site clearance to hand over to the construction unit to implement the project,” emphasized the Vice Chairman of the Dak Po District People’s Committee.
