Evaluation of the effectiveness of 36 flood prevention projects in Da Nang's inner city area

DNO - On the morning of December 5, the Standing Committee of the City People's Council had a working session with the City People's Committee on thematic supervision of planning, construction investment, and implementation of flood prevention solutions in the central urban areas of Da Nang city (old) and Tam Ky city center (old).

According to the report, the old Da Nang urban area currently has a sewer system of about 1,800km and about 30km of open canals. Of which, 16 main canals and drainage systems are directly affecting the drainage capacity in the city center.

During heavy rains, some areas are often flooded, including: the basin of Ong Ich Khiem discharge gates, Thuan Phuoc pumping station, Dao Xanh pumping station; the discharge gates of Le Thanh Nghi and Huynh Tan Phat streets leading to Khue Trung lake; the discharge gate of Nguyen Phuoc Thai street leading to Phan Lang canal; and the Xuan Hoa inter-ward sewer line.

In the center of Tam Ky (old), the main drainage system operates mainly from West to East, through 4 drainage axes flowing into Ban Thach River.

Some areas that are frequently flooded are the areas around Nga Ba Lake, Nguyen Du Lake, Duy Tan Lake; the Phan Chau Trinh - Nguyen Tat Thanh intersection; and the areas around Hung Vuong Street.

From 2023 to present, all levels and sectors have researched, proposed and are implementing a total of 36 drainage and flood prevention projects for the central urban areas of Da Nang (old) and Tam Ky (old).

Specifically, the old Da Nang center has 25 projects (total investment of about 2,800 billion VND), and the old Tam Ky center has 11 projects (total investment of about 6,900 billion VND).

Regarding the planning of ground elevation and drainage, the People's Committee of Da Nang City (old) has issued an implementation plan. According to the plan, the progress of the specialized planning project for ground elevation and surface drainage is expected to be from 2021-2023, but has not been approved yet.

For the old Tam Ky center, Quang Nam province and Tam Ky city were not required to have a separate specialized plan for ground elevation and surface drainage. This content has been incorporated into the projects to adjust the general planning of Tam Ky city until 2030, with a vision to 2050.

In the 2019-2025 period, Da Nang (old) issued a plan to manage and develop the drainage system with a total budget of about 5,471 billion VND. Tam Ky (old) also approved a project to improve the capacity to prevent flooding in the inner city.

Concluding the meeting, Head of the Urban Committee of the City People's Council Le Tung Lam accepted the opinions. The monitoring delegation will complete the report and submit it to the Standing Committee of the City People's Council before bringing it to the meeting for consideration and decision.

The Head of the Urban Committee requested departments, branches and localities to focus on assessing and thoroughly reviewing the current situation. From there, propose effective solutions to minimize flooding, ensure the city's general planning, meet voters' wishes, and be suitable with resources and long-term vision.
