National Assembly deputies expect salary reform to soon come into effect

On the morning of June 29, under the chairmanship of National Assembly Chairman Tran Thanh Man , the 7th Session of the 15th National Assembly held its closing session. After 27.5 days of working with a positive, serious and highly responsible spirit, the 7th Session of the 15th National Assembly completed 49 important contents in the fields of legislation, supreme supervision and decision on important issues of the country, promptly institutionalizing the Party's policies and Resolutions into legal regulations, making an important contribution to the cause of building and firmly defending the Fatherland.

Highlights of the 7th Session

Assessing the 7th Session of the 15th National Assembly, National Assembly Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that this is a special session, with many functions and tasks of the National Assembly demonstrated through legislative work.

“The session decided on important national issues, including decisions related to personnel work. All were discussed, commented on and reached consensus by the National Assembly deputies with a very high rate. The session passed 11 Laws and 21 Resolutions of the National Assembly, and at the same time, discussed for the first time to give opinions on 11 draft Laws,” Mr. Ngan said.

Also according to the delegation of Ho Chi Minh City, after being approved by the National Assembly, to facilitate the Law to soon come into life, the recent law-making process, in addition to the draft Law, has included draft Decrees, Decisions, and Circulars.

"This is a bright spot in the current activities of the National Assembly," Mr. Ngan emphasized.

Sharing about the contents that the National Assembly deputies are interested in, Mr. Ngan said that the world today has many characteristics that need to be paid close attention to when there are complex, uncertain and risky developments... Accordingly, it requires the legal system to promote decentralization and delegation of power to promote the dynamism and creativity of localities.

“Of the 11 laws passed by the National Assembly, I see that most of them demonstrate the promotion of decentralization and delegation of power to localities. That is a bright spot,” said Mr. Ngan.

Expressing his impressions of the 7th Session, Deputy Quan Minh Cuong, Deputy Secretary of Dong Nai Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province, also said that this was an extremely important session as many Laws and Resolutions were passed. The session successfully completed the National Assembly's task of building institutions and laws.

Delegates believe that with the promulgated and amended Laws, the legal system will help the State apparatus operate best, ensuring the best life for the people, socio-economic development and social security.

“During the session, the Law on National Defense Industry, Security and Industrial Mobilization was approved by 100% of delegates, along with many other draft laws that received high consensus and approval, demonstrating more careful preparation in accordance with the process and procedures than in previous sessions. Or the Law on Road Traffic Order and Safety, there were sessions where delegates disagreed, many contents were not carefully prepared, but this session was very well prepared. The laws passed and the laws discussed in preparation for the next session were scientifically prepared, in accordance with reality,” said Mr. Cuong.

Expect the Laws to come into effect soon

Talking to the press about expectations after the session, Deputy Nguyen Thanh Cam (Tien Giang Delegation) said that important decisions were passed and draft laws of great importance to the country's economic and social development, as well as ensuring social security or issues that people are very interested in such as salary reform, subsidy regimes, pensions, etc. will soon come into effect. Accordingly, it will help solve bottlenecks and meet the realities arising in various fields, especially creating a great driving force for socio-economic development, bringing prosperity to all people.

According to the Tien Giang delegation, despite the large amount of work, the session had a reasonable agenda and time so that the National Assembly deputies had enough time to consider and discuss in depth and with quality. The National Assembly passed many important issues and many draft laws, many of which were thoroughly discussed and passed 100%. This demonstrated the careful preparation from the Government as well as the review role of the Committees and the National Assembly Standing Committee so that the draft laws were passed with high consensus and unanimity.

Sharing this opinion, Deputy Tran Anh Tuan (Ho Chi Minh City Delegation) assessed that the 7th session had successfully completed the proposed content. In addition, there were many additional contents, under the active work of agencies, the Government, drafting agencies, reviewing agencies and active comments from National Assembly deputies, ensuring the quantity and quality of the approved Law projects.

Deputy Ngo Thanh Danh, Secretary of Dak Nong Provincial Party Committee, Head of the Dak Nong Provincial National Assembly Delegation, also assessed that this was a very successful session. The design of the 7th Session was appropriate and achieved many results, with plenty of time for National Assembly Deputies to study documents, and National Assembly Committees to examine and evaluate documents to complete the work.

“What impressed me most about this session was the responsibility of the Government, ministries and National Assembly deputies to go straight to the point, without beating around the bush,” Mr. Danh shared.
