Proposing Binh Thuan to soon hand over more than 30km of land for the project to upgrade National Highway 28B

The progress of site clearance for the project to renovate and upgrade National Highway 28B through Binh Thuan province is very slow, only reaching about 19.2/51km.


The Ministry of Transport has recently sent a document to the People's Committee of Binh Thuan province regarding the acceleration of land clearance for the project to renovate and upgrade National Highway 28B (the project) section passing through the province.

According to the Ministry of Transport, the project is divided into two construction packages with a total length of 69km, of which the section passing through Binh Thuan province is 51km long. The Ministry of Transport is decisively directing the investor and contractors to focus on implementing construction to complete the project in 2025 according to the approved schedule.

Contractors are renovating and upgrading National Highway 28B, the section passing through Dai Ninh Pass to connect Binh Thuan with Lam Dong .

However, the progress of land clearance is very slow; to date, only about 19.2/51km of the section passing through Binh Thuan province has been handed over, reaching 37.6%, and in reality, the contractor has only been able to access and construct about 9.43/19.2km.

"The delay in handing over the land is one of the major reasons affecting the progress of roadbed and surface construction and risks delaying the completion of the project," the Ministry of Transport affirmed.

To ensure the project is put into operation and use as soon as possible, minimize traffic accidents and congestion, and contribute to promoting socio-economic development of the locality and region, the Ministry of Transport requests the People's Committee of Binh Thuan province to direct relevant units to accelerate the compensation and land clearance process and promptly complete the relevant legal procedures to hand over the land for the project to commence construction.

"The Ministry of Transport will direct the Vietnam Road Administration, Project Management Board 5, and contractors to coordinate closely with departments, agencies, and localities to promptly resolve difficulties and obstacles during the implementation process," the Ministry of Transport stated.

Project Management Board 5 said that the project implementation value to date is about 138/1,044 billion VND of construction and installation value, reaching more than 13%.

Specifically: For Package XD01, 17 out of 42 km have had their land handed over, reaching 42%. The value of work completed to date is approximately 37 out of 589 billion VND, reaching 6.3% of the contract value.

In this bidding package, due to the need to adjust the policy on changing the land use purpose of the forest, the Binh Thuan Provincial People's Council is expected to approve the policy at its meeting in early January 2025. Currently, 22.6 out of 24.5 hectares of public land have been handed over, basically providing sufficient construction space. However, close coordination is needed, and the local authorities are requested to urgently complete the procedures for changing the land use purpose of the forest, land clearance, and relocation of technical infrastructure to accelerate construction progress, especially the excavation and embankment of the road foundation, ensuring basic completion in the second quarter of 2025.

Package XD02 has 8.6/27km of land handed over, reaching 30%. The value of implementation to date is about 101/455 billion VND, reaching more than 22% of the contract value.

Regarding the land acquisition and compensation for this package, Project Management Board 5 said that Lam Dong province is still paying compensation, Binh Thuan province has issued a notice of land recovery, and is appraising land prices to serve the compensation payment, and the progress is still slow compared to the plan established by the locality.

The project to renovate and upgrade National Highway 28B, the section passing through Binh Thuan and Lam Dong provinces, is approximately 69km long, of which about 51km is in Binh Thuan province and about 17km is in Lam Dong province. The starting point intersects with National Highway 1 in Bac Binh district, Binh Thuan province. The end point intersects with National Highway 20 in Duc Trong district, Lam Dong province.

The total investment for the project is approximately 1,400 billion VND, funded by the State budget. The project's investor is the Vietnam Road Administration, and Project Management Board 5 is assigned to manage the project. The project is expected to be completed in 2025.

The project is invested according to the scale of a grade III plain road, with a 12m wide roadbed, 11m wide road surface, and a design speed of 80km/h.

The project, when completed, will reduce the risk of traffic accidents and gradually improve the transportation system through the two provinces. At the same time, it will meet the transportation needs on the East-West corridor, support socio-economic development, and regional tourism, especially the tourism triangle of Ho Chi Minh City - Phan Thiet - Da Lat.
