At the sixth session of the Ho Chi Minh City People's Council, the Culture and Social Affairs Committee presented proposals related to policies supporting preschool children and primary and secondary school students with special circumstances, as well as tuition fees for the 2025-2026 school year. The committee then requested the delegates to provide feedback and approve the draft resolution promulgating these policies.
Specifically, the draft resolution stipulates a number of specific policies to support children in preschools, students in general education institutions, vocational education and continuing education centers, vocational training centers, trainees in continuing education programs, and students in public special education institutions with special circumstances in Ho Chi Minh City.
Accordingly, lunch support will be provided based on actual expenses incurred at the educational institution, with a maximum of 40,000 VND/student/day for students at public educational institutions belonging to the above-mentioned categories.
In addition, the city provides financial support for educational services and activities based on actual expenses incurred at educational institutions; supports the costs of other extracurricular activities outside of regular school hours based on actual expenses incurred at educational institutions; and provides financial support for uniforms at specific rates for each educational level: preschool 300,000 VND/child/year, primary school 400,000 VND/student/year, lower secondary school 450,000 VND/student/year, and upper secondary school 500,000 VND/student/year.
For the 2025-2026 school year, the city will provide financial support for uniform purchases at a rate of 50% of the above-mentioned subsidy.
In addition, the city provides lunch support based on the actual number of days students receive meals within the prescribed school year. Other support is provided for the actual time students spend at the educational institution, but not exceeding 9 months per school year.
The delegates also considered the draft resolution stipulating tuition fees for public preschool and general education institutions established by universities, colleges, and research institutes in Ho Chi Minh City, starting from the 2025-2026 academic year.
Tuition fees for public preschool and general education institutions that are not self-sufficient in covering their operating expenses, established by universities, colleges, and research institutes in the city, are as follows: preschool: 180,000 VND/student/month; primary school: 80,000 VND/student/month; lower secondary school: 100,000 VND/student/month; upper secondary school: 120,000 VND/student/month.
Tuition fees for public preschool and general education institutions that are self-financing and established by universities, colleges, and research institutes in the area are as follows: preschool 400,000 VND/student/month; primary school 400,000 VND/student/month; lower secondary school 600,000 VND/student/month; and upper secondary school 600,000 VND/student/month.
Tuition fees for online learning are 75% of the tuition fees of public educational institutions established by universities, colleges, and research institutes in accordance with regulations.
Meanwhile, regarding public preschool and primary education institutions that are self-financing and under the city's management, delegates continued to consider and approve the draft resolution stipulating tuition fees from the 2025-2026 school year for these institutions.
Specifically, the tuition fees are as follows: preschool 400,000 VND/student/month; primary school 400,000 VND/student/month; lower secondary school 600,000 VND/student/month; and upper secondary school 600,000 VND/student/month. Tuition fees for online learning are 75% of the tuition fees for public educational institutions that are self-financing their operating expenses.
The tuition fees stipulated in the draft regulations serve as the basis for implementing policies on tuition fee exemption, support, and reimbursement as prescribed.
