(Dan Tri Newspaper) - The government's plan to streamline the organizational structure proposes restructuring the two academies of sciences and transferring the Vietnam National University, Hanoi and Ho Chi Minh City to the Ministry of Education and Training for better efficiency.

Specifically, according to Plan No. 04-KH/BCĐ dated November 13th of the Central Steering Committee, for the two Academies:
Option 1: Merge the Vietnam Academy of Social Sciences with the Vietnam Academy of Science and Technology to form the Vietnam Academy of Science.
Option 2: Maintain two Academies but streamline the organizational structure and staffing to ensure improved quality and efficiency, meeting the requirements of Vietnam's Science and Technology Development Strategy.
Regarding the two National Universities, it is proposed that the Vietnam National University, Hanoi and the Vietnam National University, Ho Chi Minh City be transferred to the Ministry of Education and Training for management.

According to regulations, regional universities or academies and universities have their management positions appointed by the Ministry of Education and Training or other relevant ministries and agencies.
Meanwhile, the two national universities are operating under an autonomous mechanism, working directly with ministries, ministerial-level agencies, government agencies, and provincial and city People's Committees on issues related to the operation and development of the universities.
The two national universities operate under a special mechanism, with targets and plans assigned by the Government. The Directors, Vice-Directors, and Chairpersons of the University Councils are appointed and dismissed by the Prime Minister.
Structurally, Hanoi National University currently comprises 9 member universities, 3 schools, and 1 affiliated faculty. In addition, it has 6 research institutes and centers, 15 service units, and 8 other units.

The member universities of Vietnam National University, Hanoi include: University of Science (VNU-HUS); University of Social Sciences and Humanities (VNU-USSH); University of Foreign Languages (VNU-ULIS); University of Technology (VNU-UET); University of Economics (VNU-UEB); University of Education (VNU-UED); Vietnam-Japan University (VNU-VJU); University of Medicine and Pharmacy (VNU-UMP); University of Law (VNU-UL).
The faculties and training centers under the Vietnam National University, Hanoi include: the International School; the School of Business Administration; the School of Interdisciplinary Sciences and Arts; the International Faculty of Francophone Studies; the Center for Physical Education and Sports; and the Center for National Defense and Security Education.
There are 6 member and affiliated scientific research institutes, including: the Institute of Information Technology; the Institute of Microbiology and Biotechnology; the Institute of Vietnamese Studies and Development Science; the Institute of Resources and Environment; and the Tran Nhan Tong Institute.
The Vietnam National University Ho Chi Minh City currently has 10 training institutions, including 8 member universities (Polytechnic University, University of Natural Sciences, University of Social Sciences and Humanities, University of Information Technology, International University, University of Economics and Law, An Giang University, and University of Health Sciences), the Institute of Environment and Resources, and the Ho Chi Minh City National University branch in Ben Tre province.
