In the first quarter of 2024, the socio -economic development targets and tasks in the province achieved many positive results. Some notable indicators include: estimated GDP growth of 6.07%; total retail sales of goods and services estimated at VND 5,813.21 billion, an increase of 15.63%; total revenue from tourism activities estimated at VND 777 billion, 1.48 times higher than planned; the poverty rate according to the multidimensional poverty standard was 25.68%, a decrease of 4.67% compared to the same period last year… Preparations for provincial and national-level holidays and events were carried out safely and meticulously.
The Provincial People's Committee requests the Ministry of Planning and Investment to promptly submit to the Prime Minister for approval the investment plan for the 110KV Nam Po - Lai Chau Hydropower line, or to authorize the locality to approve the investment plan, in order to ensure energy security and exploit the hydropower potential of Nam Po and Muong Nha districts according to the approved Power Plan VIII (currently only a 35KV line exists). Regarding the integrated water resource management project to serve the people, adapt to climate change, and promote socio-economic development in Tuan Giao district, which is expected to borrow funds from the AFD, the Provincial People's Committee requests the Minister's attention and prompt submission of the project proposal to the Prime Minister for approval so that it can be announced in time for the 70th anniversary of the Dien Bien Phu Victory.
We propose that the Ministry of Planning and Investment support the investment plan for the construction of an irrigation canal from Ang Cang Lake in Muong Ang District; and consider submitting a request to the competent authority for funding to implement the project. We also request the allocation of funds for infrastructure investment in the A Pa Chai - Long Phu bilateral border gate area. Furthermore, we request attention to and prompt appraisal and submission to the competent authority for approval of the proposal for the construction of rural bridges and the management of local road assets (LRAMP-FO) project in Dien Bien Province. Finally, we request attention and coordination with KOICA representatives to guide the province in implementing the procedures for the proposed rural electrification project using KOICA - South Korea funding…
Minister of Planning and Investment Nguyen Chi Dung requested Dien Bien province to focus on improving the quality of life for its people and ensuring social security; concentrating on economic development based on the province's strengths. He emphasized the importance of preserving land and people, ensuring national defense and security, especially in border areas. In agriculture, he stressed the need to leverage existing strengths and consider trial cultivation of avocado trees. Regarding tourism, he called for increased promotion of cultural and tourism values. For renewable energy, he requested the province to work with the Ministry of Industry and Trade to clarify the Power Development Plan VIII. He also stressed the need to accelerate the allocation and disbursement of funds for national target programs. Particular attention should be paid to administrative reform and improving the investment environment. Regarding the additional funding for the LED screen system to serve the 70th anniversary of the Dien Bien Phu Victory, he requested careful consideration of its long-term effectiveness. Regarding the proposals from Dien Bien province, the Minister instructed the relevant agencies and units of the Ministry to compile them and submit them to the competent authorities for consideration and resolution.
Provincial Party Secretary Tran Quoc Cuong expressed gratitude for the attention given by the Ministry of Planning and Investment to Dien Bien province in all areas, contributing to the promotion of local socio-economic development. He also acknowledged the Minister's directives on economic development tasks and improving people's lives. In the coming period, the province will continue to study options and maximize the effectiveness of projects and works that have received investment support from the Government and relevant ministries. The province will strengthen national defense and security, improve the investment and business environment to attract investment resources, continue to focus on agricultural development, especially high-value agriculture, and concentrate on diversifying eco-tourism, resort, and sports tourism to make Dien Bien a tourism center in the Northwest. The province will also exploit the advantages of renewable energy and invest in infrastructure to ensure transportation connectivity.
