VNEF Forum 2025 - 'Vietnam's Economic Resilience: From Internal Strengths to Global Value Chains'

On the afternoon of October 2nd, in Hanoi, Deputy Prime Minister Ho Duc Phoc attended and delivered a keynote speech at the Vietnam New Economy Forum (VNEF).

Opening the forum, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi stated that after nearly 40 years of implementing the reform process, Vietnam has achieved many historically significant and proud accomplishments, becoming a dynamic economy; the material and spiritual lives of the people have continuously improved. To meet the development needs in the coming period and successfully achieve the strategic goals set forth, it is necessary to build a new growth model based on scientific and technological knowledge, innovation, etc.

The Head of the Central Policy and Strategy Committee suggested that the forum focus on discussing the following topics: renewing traditional growth drivers; improving the efficiency of exports, public investment, selectively attracting FDI, developing the domestic market; and solutions for creating new growth drivers…

Speaking at the forum, Deputy Prime Minister Ho Duc Phoc emphasized that the country is on the verge of becoming a developed nation. To realize this goal, we need to innovate our growth model. A new economic model is a necessity of the times. We must create new growth drivers. We must build each cell of the economy in a dynamic, resilient, and sustainable manner in the face of fluctuations…

According to the Deputy Prime Minister, the Politburo recently issued four extremely important resolutions, creating a foundation and impetus for development. These resolutions serve as a guiding principle for national development in the new era, an era of national progress, building a rapidly developing, independent, self-reliant, innovative, and proactively integrated economy.

To achieve this goal, we must master raw materials, control technology, train high-quality human resources, and diversify and expand markets. In particular, we must participate firmly in the global value chain, move towards a modern management model, and effectively utilize the potential of domestic resources.

The Deputy Prime Minister stated that, in the context of a rapidly changing world , increasingly fierce competition, the emergence of unilateralism, and a growing trend towards protectionism, which increases the risk of disruption to traditional value chains, as well as the complex and protracted developments of armed conflicts affecting the development of the global economy, proactively integrating, leveraging domestic strengths, and preserving Vietnam's position and value within the global value chain to enhance the strength of the Vietnamese economy is extremely important in the current period.

Welcoming this year's Vietnam New Economic Forum with the theme "Vietnam's Economic Resilience: From Internal Strengths to Global Value Chains," the Deputy Prime Minister expressed his hope to receive many valuable suggestions from domestic and international experts, scientists, and managers in a frank, objective, and intelligent manner to contribute to the effective improvement of the State's mechanisms, policies, and solutions.

Three main groups of problems

With the aim of contributing to promoting economic growth in 2025 and the 2026-2030 period in accordance with the Party's guidelines and directions, and the Government 's action plans, programs, and resolutions, the VNEF 2025 Forum is organized under the content direction of the Central Policy and Strategy Committee, with coordinating units including the General Economic Department, the Institute for Policy and Strategy Research, the Vietnam Economic Science Association, and the Vietnam Economic Magazine/VnEconomy.

The forum focused on three main groups of issues: the new economic context and the urgent demands it presents; innovating the export growth model and Vietnam's position in the global value chain; and strengthening domestic capacity and promoting linkages between economic sectors and business communities.

The forum was co-chaired by Deputy Prime Minister Ho Duc Phoc and Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi, with the participation of over 300 delegates including leaders of Party and State agencies, local leaders, economic associations and corporations, leaders of international organizations, domestic and foreign business associations, as well as leaders of Vietnamese and FDI enterprises.

The VNEF Forum 2025 consists of three main sessions. The discussion session includes two presentations: “New economic models and breakthrough solutions to boost Vietnam's economic development: An approach from strengthening domestic capacity and enhancing participation in global value chains”; and “Igniting the aspiration to rise.”

In the introductory and discussion sessions, speakers focused on clarifying the following key issues: How can Vietnam transform its export growth model towards increasing its position and value within supply chains? Which economic sectors/fields have the potential to improve and enhance their position and value within supply chains?

What role do economic models play in driving growth, strengthening domestic capabilities, and enhancing Vietnam's position and value? Solutions include strengthening domestic capabilities, consolidating and improving the competitiveness of domestic businesses, and promoting linkages between economic sectors to leverage advantages in domestic consumption and exports.

Taking place on the afternoon of October 2nd, the speakers at the Forum focused on clarifying the main issues: How institutions, policies, and new development spaces are impacting, and will impact, the resilience of the Vietnamese economy in the coming period.
