Conditions for registering for civil service recruitment from July 1, 2025 according to new regulations

Conditions for registering for civil servant recruitment are specified in Article 19 of the Law on Cadres and Civil Servants 2025.

The Law on Cadres and Civil Servants of the National Assembly 2025, No. 80/2025/QH15, was passed on June 24, 2025 and took effect from July 1, 2025.

Article 19 of the Law on Cadres and Civil Servants 2025 stipulates the conditions for registering for civil servant recruitment from July 1, 2025 as follows:

(1) People who meet the following conditions are eligible to register for civil service recruitment:

- Have only one nationality, Vietnamese nationality, according to the provisions of the Law on Nationality;

- Currently residing in Vietnam;

- 18 years of age or older;

- Have good political and moral qualities; have a clear background;

- Healthy enough to perform the duties;

- Meet the requirements of the job position applied for.

(2) Applicants for leadership and management positions, in addition to meeting the conditions specified in (1), must also meet the appointment standards and conditions as prescribed, except in cases where the appointment is made pursuant to a decision of a competent authority.

Clause 3 of this Article also stipulates that the following persons are not allowed to register for civil service recruitment:

- Loss or limitation of civil capacity; people with difficulty in perception and behavior control;

- Being prosecuted for criminal liability; serving or having completed serving a criminal sentence or decision of the court but not yet having the criminal record cleared; serving administrative measures at a compulsory drug rehabilitation facility or compulsory education facility.
