On July 2, a source from Thanh Nien reporter said that Dong Khanh Construction Company Limited ( Quang Ngai City, Quang Ngai Province) sent a petition to the People's Committee of Quang Ngai Province and the Department of Natural Resources and Environment of Quang Ngai Province to return the Truong Xuan and Tho Loc sand mines (Tinh Ha Commune, Son Tinh District, Quang Ngai).

According to Dong Khanh Construction Company Limited, the Truong Xuan - Tho Loc sand mine was won by the auction unit in early 2023 for more than 26.1 billion VND. This sand mine has an initial estimated sand reserve of about 136,000 m3 .
Dong Khanh Construction Company Limited also said that according to Decision 51/2022/QD-UBND dated December 20, 2022 of the People's Committee of Quang Ngai province, the price of sand subject to resource tax in 2023 is 150,000 VND/ m3 of sand. Therefore, this enterprise pays resource tax according to the approved price for Truong Xuan - Tho Loc sand mine of more than 26.1 billion VND.
While Dong Khanh Construction Company Limited is completing the procedures to apply for a sand mining license, on December 22, 2023, the People's Committee of Quang Ngai province issued Decision No. 53/2023/QD-UBND promulgating the 2024 resource tax price list to 230,000 VND/ m3 . According to the 2024 price, the company must pay resource tax for the Truong Xuan - Tho Loc sand mine of more than 40.1 billion VND, 13.9 billion VND higher than the auction price.
Considering the large amount of resource tax, affecting the business investment, business plan and economic efficiency of the project, Dong Khanh Construction Company Limited would like to return the Truong Xuan - Tho Loc sand mine.
On the afternoon of July 2, a leader of the Department of Natural Resources and Environment of Quang Ngai province said that they had received the application to return the sand mine from Dong Khanh Construction Company Limited. The unit is currently reviewing and examining current regulations related to the amount of money that the enterprise has paid into the budget for handling.
