Ho Chi Minh City – Trung Luong Expressway Project Expected to Start Construction in 2025

According to information provided by the Ho Chi Minh City Department of Transport at the regular press conference of Ho Chi Minh City on the afternoon of October 10, the project to build the section connecting Vo Van Kiet Street to the Ho Chi Minh City - Trung Luong Expressway was assigned by the Ho Chi Minh City People's Committee to Yen Khanh Production, Trade and Service Company Limited (now Yen Khanh Group Joint Stock Company) as the investor under BOT Contract No. 3233/HD.BOT-UBND dated June 25, 2016.

Because the investor and project enterprise, Ho Chi Minh City - Trung Luong BOT Investment One Member Co., Ltd., seriously violated the performance of the obligations of the signed BOT Contract, the Ho Chi Minh City People's Committee "... Agreed with the proposal of the Inter-sectoral Working Group and related Departments in the above Official Dispatches on the policy of exercising the right to unilaterally terminate the BOT Contract for the project to build the section connecting Vo Van Kiet Street to Ho Chi Minh City - Trung Luong Expressway..." in Section 1 of Official Dispatch No. 3626/UBND-DA dated June 28, 2024.

Currently, the Ministry of Planning and Investment has issued a document guiding the procedures for unilaterally terminating the signed BOT Contract before its term and requesting the final handling of procedures related to this BOT Contract and continuing to implement the project investment in the form of public-private partnership (PPP).

The Ho Chi Minh City People's Committee has assigned the Department of Transport to carry out investment preparation for the project, under the PPP form; it is expected to strive to start the project in 2025.

The 2.7km long road project connecting Vo Van Kiet to Ho Chi Minh City - Trung Luong Expressway has a total investment of VND1,557 billion.

The project started in October 2015 and was expected to be completed in 2017. However, for many reasons, the project was stalled when the total construction output only reached 12% of the contract value.
