Ka Pet Reservoir Project: Carry out related procedures on schedule, strictly, and in accordance with legal regulations

BTO - This was one of the directives given by the Chairman of the Provincial People's Committee, Doan Anh Dung, at a meeting to hear reports on the implementation status and propose plans for the next steps of the Ka Pet Reservoir Project in Ham Thuan Nam district on the afternoon of October 26th. Also attending were the Vice Chairman of the Provincial People's Committee, Nguyen Hong Hai; and representatives from relevant departments, agencies, and localities.

According to the report of the Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects (Provincial Agricultural Project Management Board), to date, relevant units have implemented several tasks, such as updating the results of forest status inspections. Based on the total area of ​​forest land converted to other uses, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to specifically review each location to ensure the area for reforestation and to require the planting of native tree species such as Dipterocarpus and Shorea spp. Currently, forest management units throughout the province are surveying and reviewing forest land that meets the criteria for reforestation to register with the Department of Agriculture and Rural Development for submission to the Provincial People's Committee for approval. This will serve as the basis for implementing reforestation, ensuring completion at the same time as the project completion by the end of 2025.

Furthermore, the project's feasibility study report is currently being submitted to relevant ministries and agencies for appraisal. Regarding the preliminary compensation, support, and resettlement plan, departments and divisions under the Ham Thuan Nam District People's Committee are reviewing and revising it to incorporate into the project's total investment... The implementation process is facing some difficulties and obstacles. Therefore, the Provincial Agricultural Project Management Board is actively coordinating with relevant departments, agencies, and localities to resolve these issues and continue implementing related procedures according to schedule.

At the meeting, after hearing reports and opinions from delegates, Chairman of the Provincial People's Committee Doan Anh Dung requested the Provincial Agricultural Project Management Board to coordinate with relevant departments, agencies, and localities to carry out related procedures on schedule with caution, strictness, and compliance with legal regulations. The Chairman of the Provincial People's Committee requested the Department of Information and Communications to establish a communication task force to proactively and regularly provide complete and timely information related to the project. Specifically, the Ham Thuan Nam District People's Committee was instructed to coordinate with the Provincial Agricultural Project Management Board to develop a compensation and resettlement plan for the project. Simultaneously, efforts should be intensified to promote public support and consensus in the project's implementation.

The Ka Pét Reservoir Project is a nationally important project, with the investment policy approved by the National Assembly in Resolution No. 93/2019/QH14 dated November 26, 2019, and subsequently adjusted and supplemented in Resolution No. 101/2023/QH15 dated June 24, 2023. The project includes a regulating reservoir with a total capacity of 51.21 million , a usable capacity of 47.41 million , and a dead storage capacity of 3.8 million ; a canal system; and other auxiliary works. The total investment for the project is over 874 billion VND, of which over 519 billion VND comes from the central government budget and over 354 billion VND from the local government budget. The project is scheduled for implementation from 2019 to the end of 2025.

The project aims to provide irrigation water for approximately 7,762 hectares of agricultural land in Ham Thuan Nam district; supply 2.63 million /year of raw water to Ham Kiem II Industrial Park; create a source of raw water for domestic use for approximately 120,000 people in Ham Thuan Nam district and Phan Thiet city; prevent and control floods and improve the environment, regulate water for the downstream area of ​​Ham Thuan Nam district and Binh Thuan province; increase flow during the dry season, contributing to improving the ecological environment of the downstream area, especially the section through Phan Thiet city, and contributing to the development of tourism and services in the province.
