(Baothanhhoa.vn) - In 2025, social insurance policies will undergo significant changes as the 2024 Social Insurance Law officially comes into effect on July 1, 2025. The 2024 Social Insurance Law is considered to have many groundbreaking new points, bringing greater rights and benefits to participants and beneficiaries. The social insurance sector is actively implementing comprehensive and synchronized solutions to bring the new points of the law into practice, aiming for universal social insurance coverage and ensuring the best possible benefits for participants.

The social insurance sector is strengthening its communication efforts regarding the new points of the amended Social Insurance Law.

From the beginning of May 2025, the Sam Son - Hoang Hoa inter-district Social Insurance agency (now the Sam Son Social Insurance agency) has disseminated the new points of the Social Insurance Law to all collection agents and propaganda staff within the sector. In addition to explaining the new points of the law, Social Insurance collection agents were also guided on how to approach and communicate effectively and clearly so that people could easily understand the information. To ensure the Social Insurance Law was implemented on time upon its effective date, the Social Insurance sector proactively coordinated with other sectors to organize a month-long campaign to disseminate the Law to all segments of the population. Ms. Nguyen Thi Lien, a Social Insurance collection agent in Hoang Hoa commune, said: “To do a good job of communication, the collection agents have been trained on the new Social Insurance Law to disseminate it to all segments of the population, helping people understand the new changes in the Law.”

Ms. Nguyen Thi Mai from Hoang Hoa commune said: "I run my business year-round, from morning till night, and rarely take a break. When I heard the news that small business owners would be required to participate in mandatory social insurance, I thought that no one knows what unforeseen events might occur in life, so participating in social insurance is a way to prevent risks, especially in old age."

In a discussion with the Deputy Director of the Provincial Social Insurance Agency, Vu Nguyen Hiep, it was learned that social security policies are always a solid foundation, bringing a more stable future to the people. The 2024 Social Insurance Law (effective from July 1, 2025) expands the scope of compulsory social insurance participation to many groups, including individual business owners. Accordingly, business owners of registered businesses as prescribed by the Government are subject to compulsory social insurance participation. The compulsory social insurance contribution rate is 3% to the sickness and maternity fund, and 22% to the retirement and death benefit fund. Regarding the basis for contributions, business owners can choose their salary as the basis for compulsory social insurance contributions, but the minimum is equal to the reference level and the maximum is 20 times the reference level at the time of contribution. Therefore, the monthly contribution rate for business owners participating in social insurance is 25% of the basic salary; Household owners can choose to pay monthly, every three months, or every six months depending on their needs. Currently, the basic salary is 2,340,000 VND/month, therefore the minimum social insurance contribution for a household business owner is 25% x 2,340,000 VND = 585,000 VND/month.

To increase benefits and attractiveness in receiving social insurance benefits, the 2024 Social Insurance Law stipulates a reduction from 20 years to 15 years of minimum social insurance contributions required to receive a monthly pension. This creates opportunities for those who participate late or intermittently to still accumulate enough years of contributions to receive a pension instead of having to receive a lump-sum social insurance payment. Notably, the law has added a social retirement allowance policy. This is a groundbreaking new feature aimed at forming a multi-tiered social insurance system. The age for receiving social retirement allowances has been reduced to 75 years old (currently 80 years old). In particular, people belonging to poor and near-poor households aged 70 to under 75 years old will be eligible for this allowance.

For the first time, the 2024 Social Insurance Law stipulates maternity benefits for voluntary social insurance. Accordingly, a mother or father participating in voluntary social insurance who gives birth (if they meet the condition of having contributed to social insurance for at least 6 months within the 12 months before birth) will receive a maternity allowance of VND 2,000,000 for each child... Notably, this amended Social Insurance Law has taken into account the contribution-benefit relationship to improve the financial situation of the pension and death benefit fund. On the other hand, the amended Social Insurance Law also improves many policies beneficial to workers, especially increasing benefits for sickness, maternity, retirement, and death... For workers suffering from diseases on the list of diseases requiring long-term treatment, the benefit level will be increased from 45% to 50% of the salary used for social insurance contributions in the month immediately preceding their leave... Another notable point is that the 2024 Social Insurance Law has strengthened sanctions for late payment and evasion of social insurance and unemployment insurance contributions; and added the prohibited act of pledging, buying, selling, mortgaging, or depositing social insurance books in any form. This regulation aims to protect the legitimate rights of workers and the strictness of social insurance law.

Recognizing the profound and positive changes brought about by the 2024 Social Insurance Law regarding policy implementation, the provincial Social Insurance agency has proactively prepared and implemented many comprehensive solutions to bring the law into effect as soon as possible. In addition, to meet the changing requirements of the new system, policies, and organizational structure, the Social Insurance agency has focused on researching, amending, and supplementing operational procedures throughout the system. These procedures have been reviewed and further simplified to provide maximum convenience and benefits for participants and beneficiaries of the policy.
