According to Reuters, several European Union (EU) leaders have agreed to move forward with a plan to send aid to the Gaza Strip by sea, instead of transporting it by truck through Egypt's Rafah border crossing.

This move comes as Israel agrees to temporarily halt military operations in northern Gaza for four hours each day, allowing civilians to leave the conflict zone and helping to deliver humanitarian aid into the area.
According to the Republic of Cyprus's Amalthea Initiative, due to its proximity to the conflict zone (approximately 400km), Cyprus is the EU country closest to Gaza and could serve as a buffer zone for seaborne aid shipments. Aid would be collected, inspected, and stored in Cyprus, then sent to Gaza on ships inspected daily by a joint committee, including Israel. These ships would be escorted by warships to a designated location on the Gaza coast, from where the cargo would be moved to a safe, neutral zone.
Humanitarian aid is being carried out at an operations center based in the southern Cypriot city of Larnaca, which has a port and airport, and a coordinating center is already in operation, with the participation of 33 countries. Israel stated that all solutions must be closely coordinated with them, and that relief supplies would only include water, food, and medicine, but not fuel.
The International Rescue Committee (IRC) warns that nearly 1.5 million Palestinian civilians displaced by the Israeli offensive in the Gaza Strip are facing a collapsing healthcare system and virtually no access to clean water. The French government is proposing to expand corridors to evacuate the seriously injured from Gaza onto floating hospital ships in the Mediterranean. Israel is also discussing the idea of floating hospitals due to the limited capacity of hospitals in Gaza.
