
In a recent announcement, Vietnam Electricity Group (EVN) stated that the Ministry of Industry and Trade has approved a plan to pilot the application of a two-component retail electricity pricing system (including capacity price and energy price) on paper starting in October 2025. The system will apply to manufacturing customer groups directly retailed by EVN and its member units, with an average monthly electricity consumption of 200,000 kWh or more (calculated as the average of the last 12 months).
EVN stated that the pilot implementation of calculations on paper using actual data aims to move towards the implementation of the two-component electricity pricing policy as stipulated in the amended Electricity Law of 2024.
From there, the single-component electricity tariffs in the current retail electricity pricing structure will be gradually replaced, ensuring suitability with the technical infrastructure of the electricity sector, legal issues, and the adaptability of consumers to the new pricing structure.
A two-component electricity price includes the price for the highest power consumption and the price for energy consumption. The electricity bill that consumers pay will consist of two parts: the part paid for power consumption, representing the fixed costs of the electricity supply process, and the part paid for energy consumption, reflecting the variable costs arising from the customer's actual electricity usage.
With such construction principles, electricity customers will always be concerned about their electricity usage patterns. If, with the same consumption volume, customers reduce their power consumption (Pmax), their electricity bills will decrease, and this will also help the electricity sector reduce the peak load capacity of the power system, contributing to more efficient power system operation, saving investment costs, and making rational use of social resources.
Starting in October 2025, Electricity Corporations/Electricity Companies will send written notices of trial electricity bill calculations based on the two-component electricity pricing scheme to customers subject to the trial. These notices will include a comparison between the current single-component electricity price and the two-component price. EVN emphasizes that this is only a trial and calculation on paper; it will not be applied to actual electricity bills during the trial period.
