The Red River Festival will be held from September to November 2024 with the theme "Where the Red River flows into Vietnamese territory". Lao Cai province will host the event, inviting Honghe Prefecture, Yunnan Province (China) and provinces along the Red River in Vietnam to participate.

The festival will take place in Lao Cai city and Bat Xat district. Cultural and tourism activities in response to the festival will be organized in localities with tourism potential and advantages such as Sa Pa and Bac Ha.
The festival will feature many special activities, such as: the opening ceremony and art program, fireworks display (broadcast live on Vietnam Television); experiencing the cultural and culinary spaces of ethnic groups in Lao Cai province and other provinces along the Red River (Vietnam) and Honghe Prefecture, Yunnan (China); exhibition of beautiful photos, publications, documents, and artifacts about Lao Cai and the Red River; the "Friendship Route" Marathon between Lao Cai, Vietnam and Honghe, China; the "One Race - Two Countries" international cycling race; the 2024 Lao Cai Provincial Open Golf Championship; the international seminar "Solutions to promote cooperation and development between provinces in the Red River basin - Vietnam and Yunnan Province - China"; and a songwriting contest about Lao Cai and the Red River...

The Red River Festival is organized to affirm the strategic position of Lao Cai province, linking the history of the Red River civilization with the history of the formation and development of Lao Cai province, highlighting unique cultural values; educating about traditions, arousing love for the homeland and pride of the people in the thousand-year history of their ancestors in the Lao Cai region; and promoting the potential and strengths of the province's economic, cultural, and social development in the context of national integration and development.

Furthermore, the Festival will strengthen linkages, exchanges, and cooperation in economics, culture, and tourism between the Northwest provinces and provinces along the Red River in Vietnam and Yunnan province in China; and promote international cooperation in the fields of culture and tourism in Lao Cai province.
