On December 8, the People's Committee of Gia Lai province issued a document requesting the Department of Agriculture and Environment to comprehensively rectify the Provincial Land Registration Office and 24 branches in the province.
According to the Provincial People's Committee, the progress of granting Land Use Right Certificates is still slow, with many backlogged and overdue documents, especially in the Tay Gia Lai area, directly affecting the rights of people and businesses.
In addition, the coordination between the Land Registration Office and the Tax Department is not tight, leading to prolonged processing time; the quality of staff at some branches is not uniform; in some cases, they have not fulfilled their responsibilities and have loosened management. There are even signs of causing trouble, harassment, giving rise to public outrage and complaints beyond the level.

The leadership of the Provincial Land Registration Office has not been really close, lacking timely solutions to support branches in processing records and removing obstacles. If these limitations are not overcome soon, they will greatly affect the effectiveness of land management, the reputation of state agencies and the trust of people and the business community in the province.
In order to rectify and improve the operational efficiency of the Land Registration Office system; the Provincial People's Committee requested the Department of Agriculture and Environment to enhance personal responsibility - tighten discipline of leaders; comprehensively rectify the Provincial Land Registration Office and its branches.
Specifically, organize a review and rectify all activities of the Provincial Land Registration Office and 24 Branches regarding: professional processes, financial management, regimes, policies, personnel work, public ethics, and application of information technology.
Resolutely carry out rotation of Branch leaders; in which priority is given to transferring units with large backlogs and delays; leaders with long tenure, no innovation in working methods, and failure to meet task requirements; not allowing the formation of local, exclusive, and group-interest thinking. Conduct review, discipline, and transfer files to investigation agencies if there are signs of law violations.
Gia Lai Province also requires regular and surprise inspections of the progress of document processing, working style, public ethics and attitude towards serving the people; strictly handle violations according to current laws. Heads of relevant units are responsible before the law and before the Chairman of the Provincial People's Committee if there are delays, violations or negativity in the issuance of Land Use Right Certificates.
For the Provincial People's Committee Office, it is required to urgently complete the features and functions of the administrative procedure settlement information system ( VNPT iGate) to serve the management, statistics, and monitoring of the progress of land records settlement.
Advise the Provincial People's Committee on solutions to improve the effectiveness of monitoring, supervision and shorten the time to handle internal administrative procedures between state agencies. The report must be completed before December 15, 2025.
