Speaking to The American Conservative , Mr. Bannon said the US “needs to cut it all off.” He commented that the 28-point plan for Ukraine and the 20-point plan for the Middle East are both “extremely complex,” difficult to implement, and beyond the US’s capabilities in the context that these are not issues related to the core national security interests of the US.

The US announced a 28-point plan in November to resolve the Ukraine conflict. This document displeased many of Kiev's European partners and prompted them to seek to amend its content. On November 23, the US and Ukraine held consultations in Geneva, after which President Trump said the plan had been adjusted according to the positions of Moscow and Kiev, with only a few issues remaining to be addressed.
On November 30, US and Ukrainian officials continued to meet in Florida to discuss options to end the conflict, long-term security and economic solutions, election prospects in Ukraine, and territorial issues.
Last week, Russian President Vladimir Putin met with US special envoy Steve Witkoff and businessman Jared Kushner in Moscow. According to Kremlin aide Yury Ushakov, the meeting was “constructive and substantive,” focusing on discussing versions of the peace plan and agreeing to maintain contact.
The three-day talks between the US and Ukraine in Florida ended on December 6. According to Axios, the US wants to develop a new approach to handling territorial issues within the current negotiating framework.
