According to the Report of the Office of the Gia Lai Provincial People's Committee, as of November 30, Gia Lai achieved 91.06/100 points in the Index of serving people and businesses and ranked 5th out of 34 provinces and cities nationwide.
Although this result is still modest compared to the long-term goal, it reflects the remarkable efforts of departments, branches and localities in improving service quality, enhancing the application of digital technology and enhancing the efficiency of administrative procedure settlement.
Focus on vulnerable groups
Previously, the report of the Provincial People's Committee on the situation and results of administrative procedure reform in October 2025 showed that, in directing and operating, the Chairman of the Provincial People's Committee issued many important documents, including Conclusion Notice No. 255/TB-UBND requesting agencies and units to continue reviewing and reducing 30-50% of the processing time for all administrative procedures at the provincial and commune levels.
The province also reviewed procedures in the list of partially online public services, aiming at a model of handling procedures regardless of administrative boundaries, ensuring smooth operation throughout the province; issued documents requesting to overcome bottlenecks in providing online public services and submitted to the People's Council to issue a resolution regulating the scope of authorization in the field of certification, which has been implemented by 15 localities.
Gia Lai also focuses on vulnerable groups through the implementation of the "Priority counter for receiving documents" model at the Provincial Public Administration Service Center. Up to now, 20 localities have issued plans or developed solutions to support the elderly, pregnant women, and people with disabilities in the process of handling procedures. Along with that, the new Working Regulations of the Provincial Public Administration Service Center have been issued, creating consistency in the process of serving, behaving, and receiving documents.
In the process of standardizing procedures, the province has announced over 200 administrative procedures, including newly issued, amended, supplemented and abolished procedures that are no longer appropriate. At the same time, the Chairman of the Provincial People's Committee issued 17 Decisions approving internal procedures for handling 148 administrative procedures in the province and fully established the Information System for handling administrative procedures, ensuring synchronization between internal procedures and electronic procedures.

Consider applying a "0 VND" fee policy to administrative procedures performed online
In particular, the results of implementing online public services have made an important mark. According to statistics on the National Public Service Portal, the results of the assessment of the Service Index for People and Enterprises in Gia Lai province in October 2025 ranked 8th out of 34 provinces and centrally-run cities. Most of the criteria achieved high scores, especially transparency and people's satisfaction.
Specifically, the criteria: publicity and transparency reached 18/18 points; settlement progress reached 18.3/20 points; online services reached 8.1/12 points; online payment reached 7.5/10 points; satisfaction level reached 18/18 points; document digitization reached 17.1/22 points.
The system for receiving feedback and suggestions continued to be effective when 267 feedback and suggestions were processed on time during the month; there were no overdue files. In addition, the province also seriously implemented Resolution 66/NQ-CP dated March 26, 2025 of the Government approving the Program to reduce and simplify administrative procedures related to production and business activities in the period of 2025 - 2030.
In addition, on October 9, 2025, the Chairman of the Provincial People's Committee issued Decision No. 2157/QD-UBND approving the process of connecting 47 land procedures and 7 tax procedures, helping people and businesses reduce at least 2 trips, while saving costs for printing and copying payment notices according to regulations.
The general assessment shows that Gia Lai's administrative reform has achieved many positive results thanks to the strong direction of the provincial leaders and the participation of agencies and units. The operation of the Public Administration Service Center has gradually stabilized, and the team of commune-level officials has received enhanced training and professional support.
In the last months of 2025, Gia Lai province aims to continue improving service quality by issuing regulations on implementing the one-stop shop and inter-connected one-stop shop mechanism; completing the regulations on controlling administrative procedures; publishing the list of online public services in full; reviewing and reducing administrative procedures according to regulations; and at the same time submitting to the Provincial People's Council for consideration of applying the "0 VND" fee collection policy for administrative procedures performed entirely online. The province is also determined to complete the tasks of reducing and simplifying procedures according to the latest direction of the Prime Minister.
