Streamlining 16,149 civil servants and public employees
On December 21, reporting on the results of work in 2024 and the direction and tasks of work in 2025, the Ministry of Home Affairs said that in the decisions on assigning staff for the 5-year period (2022-2026) to agencies of the political system, a 5% reduction in civil servant staff and a 10% reduction in career staff receiving salaries from the State budget was implemented.

The Ministry of Home Affairs appraised the number of employees receiving salaries from the State budget in public service units that are not financially autonomous in 29 ministries and sectors in the 2022-2026 period, reducing 17,736 positions, equivalent to a decrease of 14.84% compared to the number of positions assigned in 2021.
Implementing the Prime Minister 's direction, the Ministry of Home Affairs guides ministries, branches and localities to implement the policy of streamlining the number of civil servants and reducing the number of public employees receiving salaries from the State budget in conjunction with the approval of job positions.
Along with that is restructuring and improving the quality of the staff, civil servants and public employees, streamlining the organizational apparatus, and improving the effectiveness and efficiency of the political system.
"The result of streamlining the payroll of civil servants and public employees of ministries, branches and localities (as of October 30) according to the provisions of the Government's Decrees is a total of 16,149 people (of which ministries and branches have 217 people; localities have 15,932 people)", the report of the Ministry of Home Affairs stated.
The Ministry of Home Affairs assessed that ministries, branches and localities have basically used the assigned number of staff, not exceeding the number of staff approved by competent authorities, proactively developed plans to implement the roadmap for streamlining staff in conjunction with restructuring and improving the quality of the staff, civil servants and public employees according to job positions.
Regarding the work of reorganizing the State administrative apparatus and restructuring public service units, the Ministry of Home Affairs has presided over and coordinated with relevant ministries and branches to urgently develop projects and regulations related to the reorganization of ministries, ministerial-level agencies, and government agencies. This work will be reported to the Government Steering Committee for comments and the Politburo before December 31.
The Ministry of Home Affairs proactively and promptly guides localities to streamline advisory agencies under the People's Committees at provincial and district levels to ensure unified direction in performing state management tasks from the central to local levels.
This agency also actively proposes outstanding and strong mechanisms and policies for cadres, civil servants, public employees and workers as a basis for streamlining the apparatus, linking staff reduction with restructuring and improving the quality of cadres, civil servants and public employees.
"This is a very large, complicated, and sensitive amount of work, but with the consensus in perception and strict implementation of the Party's policies and the Government's direction, the projects have been basically completed to report to the Government to submit to the Politburo and the Central Steering Committee," the Ministry of Home Affairs emphasized.
Regarding the results of organizational restructuring (as of October 30) in 63 provinces and cities: continue to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduce 29 departments and equivalents under the district People's Committee, cumulatively to date, reduce 13 departments and equivalents; reduce 2,613 departments and equivalents at the local level.
However, the Ministry of Home Affairs also said that the awareness and responsibility of some ministries, branches, and localities, especially the leaders, are not really complete and profound, and are not resolute in leading, directing, and organizing implementation.
"The work of arranging and perfecting the State administrative apparatus to be streamlined, operate effectively and efficiently, reduce focal points and intermediate levels is difficult, affecting the interests of organizations and individuals. This is a very complicated and sensitive task, so some agencies and units have not been proactive and determined in directing the implementation," the Ministry of Home Affairs stated.
In addition, the streamlining of staff, restructuring and improving the quality of staff, civil servants and public employees according to job positions have not been implemented synchronously.
Report to the Prime Minister many hot issues about religion
Regarding the field of religious and belief work, the Ministry of Home Affairs said that in 2024, this agency will proactively grasp the situation and closely coordinate with ministries, departments, branches and localities to promptly report and advise competent authorities to consider and resolve complicated issues, hot spots on religion, religious land, and complicated incidents related to religious beliefs and religions that affect security, order and social safety.

According to the Ministry of Home Affairs, the Department of Home Affairs of provinces and cities have closely followed the direction of superiors, proactively advised the Provincial Party Committee and Provincial People's Committee to direct the Party Committee, authorities and relevant departments, branches and sectors to promptly develop, promulgate and effectively organize the implementation of documents on State management in the field of beliefs and religions in the locality, preventing the occurrence of complicated hot spots of security and order.
The Ministry of Home Affairs assessed that some localities have done a good job in State management of religion, such as: Hanoi, Ho Chi Minh City, Hai Phong, Thai Binh, Nghe An, Hue, Binh Thuan, Dong Nai, Long An, Can Tho, Tra Vinh, Vinh Long...
In addition to the above outstanding results, the Ministry of Home Affairs believes that there are still many potential complicated problems that need attention, direction and leadership to promptly detect and prevent early and from afar the exploitation of religious activities to violate the law, affecting social stability.
The Ministry of Home Affairs also said that there is no specific policy to motivate officials and civil servants working in religious fields.
