(Dan Tri Newspaper) - While supporting the new regulations on tutoring, many teachers say that specific guidelines are needed to support and answer teachers' questions.
The teacher was confused.
From February 14th, according to Circular 29 of the Ministry of Education and Training , organizations and individuals organizing tutoring activities will have to register their businesses.
The circular does not specify whether the individuals or organizations conducting tutoring activities include teachers currently teaching at schools.
If the concept of "individual" encompasses all individuals, then private tutors must also register their businesses according to the law. Furthermore, when required to register their businesses, tutors must publicly display information related to their tutoring, including subjects, teaching duration, teaching hours, and fees.
In addition, the Circular stipulates that teachers currently teaching at public schools are not allowed to participate in managing or operating extracurricular tutoring outside of school.
So, if a teacher opens a class at home, handling everything from administration and operation to teaching by themselves, would that be considered a violation of regulations?
Many teachers said that these regulations left them feeling uncertain, unfamiliar, and confused.

Ms. NTNH, a middle school math teacher in Thai Binh , expressed: "The new regulations will minimize the negative aspects of tutoring and extra classes. However, we teachers can't help but feel confused."
We have never considered homeschooling as a business activity, but now we may have to.
Previously, the collection of tuition fees from students was unclear. Some students were charged 50,000 VND, some 30,000 VND, and some were not charged at all. Parents thanked the teacher according to their family circumstances. Now, tuition fees may have to be clearly stated like any other business service.
In a way, teachers of our generation, who are nearing retirement, feel a pang of sadness.
However, in reality, extracurricular education has long developed into a business service sector. Therefore, I believe the new regulations are in line with real-life practice. Teachers must adapt to the new concept of tutoring."
Sharing the same view, Ms. NTH - a literature teacher in Quang Ninh - believes that the new regulations will erase the boundary between tutoring for the benefit of students and tutoring for a living, turning tutoring into a business activity.
"Many teachers in rural areas, especially those from the older generation, still feel uncomfortable when parents ask about tuition fees. Normally, when we receive such trust from parents, we teach the children with all our heart and responsibility."
Parents give whatever they want; we don't "set a price." Whether they give a little or a lot, we consider it a token of their goodwill.
"This regulation aims to 'clean up' the teaching and tutoring activities outside of school, but on the other hand, it could also change the teacher-student relationship," Ms. NTH expressed her concern.
Ms. NTH also expressed that she is not yet certain whether it is still legal for teachers to open private tutoring classes at home, according to the regulations mentioned above.
Which agency issues business registration licenses for private tutors at home?
According to lawyer Hoang Van Liem of Hoang Liem Law Office, private tutors can register a business at the district/county-level business registration agency, which is the Finance and Planning Department of the District/County People's Committee.
Ms. NMH, a high school chemistry teacher in Hai Duong, shared that most teachers are not familiar with administrative procedures. Having to register a business can be a psychological barrier for them.
Therefore, she hopes to receive detailed and comprehensive support and guidance from the school and the Department of Education and Training regarding this matter.
