The Hanoi People's Committee has recently issued Plan No. 229/KH-UBND on the implementation of legal aid policies for the elderly and elderly people with financial difficulties in the city from 2025 to 2030.
The plan aims to improve the quality and effectiveness of legal aid services for elderly people with financial difficulties. In particular, it emphasizes strengthening communication and ensuring that 100% of eligible elderly people receive free legal services upon request.
Accordingly, the city will annually review, evaluate, and propose directions for improving legislation related to legal aid policies for the elderly. Each year, 3-5 training courses will be organized to enhance the capacity of legal aid workers.
Regarding the provision of legal assistance to the elderly, especially those facing financial difficulties, the city requires the implementation of four specific activities. These include: Activity 1: Communication through newspapers, social media, and commemorative events. Activity 2: Organizing 30-50 communication sessions per year at the residences and living areas of the elderly. Activity 3: Distributing publications (leaflets, bulletin boards, USB drives, audio/video recordings, etc.). Activity 4: Providing a list and phone numbers of legal aid providers to relevant units, increasing the ability to identify and refer elderly people in need of legal assistance.
The city also requested research and selective reference to the experiences of other provinces and cities regarding legal assistance for the elderly and those with financial difficulties. It also called for monitoring, guidance, and inspection of the implementation of legal assistance policies for eligible elderly people and related legal regulations.
The People's Committee of Hanoi City requests the Vietnam Fatherland Front Committee of Hanoi City to direct its member organizations to coordinate with departments, agencies, and the People's Committees of communes and relevant units to implement the policy of providing legal assistance to the elderly and elderly people with financial difficulties.
The Department of Justice is responsible for presiding over, monitoring, compiling, and reporting on the implementation of legal aid policies for the elderly and elderly people with financial difficulties.
The Department of Internal Affairs will review and compile statistics on the number of elderly people and coordinate in proposing solutions to effectively implement the above content.
The People's Committee at the commune level coordinates the implementation of legal aid, referring elderly people to the Legal Aid Center for support.
The city police, the city People's Procuracy, and the city People's Court are working closely together in legal proceedings related to the above-mentioned matter.
The City Senior Citizens Association and the City Senior Citizens Club are supporting and coordinating the implementation of this plan.
The Hanoi City State Legal Aid Center is implementing specific contents of the plan on the implementation of legal aid policies for the elderly and elderly people with financial difficulties in the city from 2025 to 2030.
