The Hanoi Department of Culture and Sports has recently issued document No. 3022/SVHTT-QLDSVH regarding disaster prevention and control at historical and cultural relics and scenic spots in Hanoi.
Accordingly, the Hanoi Department of Culture and Sports requests the People's Committees of communes and wards, the Thang Long-Hanoi Heritage Conservation Center; and the Management Boards of the following historical sites: Hanoi Scenic Sites, Temple of Literature-National University, and Hoa Lo Prison, to direct their functional departments to urgently and strictly implement the directives of the Ministry of Culture, Sports and Tourism in Official Dispatch No. 3550/CĐ-BVHTTDL dated July 19, 2025, regarding focusing on responding to Typhoon No. 3 in 2025, and the directives of Hanoi City regarding responding to Typhoon No. 3 in 2025.
The Hanoi Department of Culture and Sports has requested that relevant units inspect and review the power supply system within historical sites; proactively implement plans to protect historical and cultural relics under their management; and temporarily suspend entertainment, recreational, and tourism activities during flood warning periods.
In addition, direct relevant agencies to strengthen effective disaster prevention and search and rescue efforts, avoiding incidents at historical sites to minimize damage caused by storms and floods. Create a map and a statistical list of damaged artifacts and relics at historical sites after the incident, as a basis for comparison, restoration, and clarification of the responsibilities of relevant organizations and individuals (if any).
For dilapidated or severely degraded historical sites at risk of collapse located near rivers or lakes, measures are needed to prevent natural disasters and conduct search and rescue operations, avoiding flooding.
For historical sites that have been dismantled or are undergoing restoration, effective protective measures are needed to prevent damage from storms and floods, ensuring safety throughout the restoration process.
For riverside historical sites, it is necessary to proactively monitor flood developments closely through mass media, announcements from local authorities, and relevant ministries and agencies to take timely measures to ensure the safety of lives and property; coordinate closely with relevant units to implement flood response plans; prepare available forces, equipment, and materials to relocate artifacts, religious objects, and important documents to safe locations; and organize flood damage remediation according to the guidance of competent authorities.
The Hanoi Department of Culture and Sports also requested that units implement measures to ensure environmental hygiene, such as: maintaining regular cleaning at the historical site; arranging designated locations for waste collection and transportation to ensure a green, clean, and beautiful landscape around the site.
