Hanoi: Synchronously, effectively and creatively implement economic development policies and strategies

The 17th term political report of the Hanoi Party Committee stated that in the past term, the City Party Committee has synchronously, effectively and creatively implemented the Central's economic development policies and guidelines in Programs No. 02-CTr/TU, 03-CTr/TU, 04-CTr/TU dated March 17, 2021 of the Hanoi Party Committee.

Development of information technology and key industries

In the period of 2021 - 2025, the capital's economy will grow quite well, reaching an average of 6.57%/year, 1.1 times higher than the national growth rate. The economic scale is estimated at about 63 billion USD, 1.42 times higher than in 2020, accounting for 41.54% of the Red River Delta and 12.6% of the country. The economic structure has shifted positively, increasing the proportion of services, reducing the proportion of agriculture (services 65.60%; industry - construction 22.79%; agriculture 1.96%). Budget revenue always exceeds the estimate, estimated at 2.2 million billion VND, 1.8 times higher than the period 2016 - 2020, accounting for about 25% of the country. Total realized social investment capital is estimated at 2.48 million billion VND, 1.5 times higher than the previous term; FDI attraction is estimated at 11.5 billion USD. Average labor productivity increased by 5.92%/year; the contribution of total factors (TFP) to GRDP growth is about 53%.
The city's economy has recovered strongly after the Covid-19 pandemic. The service sector has been restructured with a focus on digital transformation, e-commerce development, tourism and new potential economic sectors such as creative industries associated with cultural industries (design, media, digital content, performing arts, handicrafts, etc.).

Tourism will develop rapidly from 2022, expected to welcome 31 million visitors in 2025, including 7 million international visitors. Industry will develop in a modern direction, focusing on information technology and key industries with high added value. State budget management will be tight and flexible, ensuring major balances and taking care of and ensuring social security and welfare.

Public investment is focused on gradually overcoming the dispersion and spread of investment resources to prioritize key projects, connecting traffic infrastructure and promoting even development in the city.

Promoting the development of science, technology, innovation and digital transformation

The Hanoi Party Committee has led the serious implementation of the Central Government's policies, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Government's Project on "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06) and Program No. 07-CTr/TU dated March 17, 2021 of the City Party Committee.

The city has built a system of 62 synchronous mechanisms, policies, programs, plans, and projects (double the previous term), creating favorable conditions for startups, promoting digital transformation and research and application of science and technology, achieving some outstanding results. Hanoi is one of the leading localities in implementing digital transformation (ranked 6th in the country in the Provincial Digital Transformation Index), initially forming a number of suitable and effective pilot models on the basis of exploiting and enriching the national database.

Many systems and applications have been tested, aiming at building smart, modern cities such as: Digital Capital Citizen Application (iHaNoi); Electronic health book, Issuance of criminal records on VneID; over 99.5% of enterprises are declaring taxes online, over 99.1% of enterprises pay taxes electronically; the rate of using online public services by people and enterprises, non-cash transactions is increasing... Hanoi leads the country in: Information technology industry index, e-governance, local innovation; Provincial innovation index (PII); E-commerce index; number of patent registrations.

Along with that, the city actively supports businesses to innovate, apply science and technology in production and business; expand markets, organize many events and forums on science, technology, national and international digital transformation. Hoa Lac High-Tech Park has attracted investment, initially forming a core of innovation, connecting businesses, research institutes and universities.

Hanoi continues to order research on urgent issues serving the development of the capital, with 80% of topics and 100% of pilot production projects being applied in practice. The science and technology market has developed strongly, with 148 science and technology enterprises, accounting for 21% of the country. In particular, Hanoi has taken the lead in building and promulgating many mechanisms and policies to build and develop smart cities; establishing Venture Capital Funds, Technology Exchanges, Innovation Centers, promoting startups, scientific and technological research incubators, etc. to practically implement Resolution No. 57-NQ/TW of the Politburo.

Promoting the cultural values ​​and people of Hanoi, arousing the will, pride and development aspirations of the people of the capital.

The City Party Committee is interested in leading the implementation of policies on cultural development, building elegant and civilized Hanoians, gradually affirming the role of culture as one of the important resources to promote sustainable development of the Capital.

Program No. 06-CTr/TU dated March 17, 2021 and Resolution No. 09-NQ/TU dated February 22, 2022 of the Hanoi Party Committee have laid the strategic foundation for the development of cultural industries, affirming the role of culture in sustainable development and international integration. During the term, the City has paid attention to investing in more than 579 projects to restore, embellish, preserve and promote the value of historical and cultural relics; especially creating all conditions to deploy and complete the National Exhibition Fair Center in Dong Anh in a short time (less than a year).

Effectively implement the movement "All people unite to build a cultural life" in residential areas, creating a joyful and exciting atmosphere among all classes of people. Successfully organize important political and cultural events, especially activities to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024); Celebrating the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), in which the exhibition of outstanding achievements of the 80th anniversary of the central ministries, branches and localities attracted more than 10 million domestic and foreign visitors, contributing positively to the success of the Parade and March, spreading the image of elegant and civilized Hanoi people, the capital Hanoi deserves to be "City for Peace", "Creative City". Hanoi was honored by Time Out Magazine as the world's leading cultural destination in 2025. The cultural and tourism industries are gradually becoming the city's key economic sectors.
