The Hanoi City People's Committee has just had a plan to strengthen the work of ensuring traffic safety and order for students in the new situation in 2024.
In particular, the City requires the Police to disseminate knowledge about the law and traffic safety, ensuring that each school and each semester has at least one session to disseminate the law. At the same time, direct the Police at district, town and city levels to coordinate with other forces to inspect the use of vehicles by students, especially at school parking lots and school gates.
Review cases of teenagers and students showing signs of racing or gathering to cause public disorder in order to bring them under management andeducation at the grassroots level.
In case of student violations, send a notice to the school for appropriate handling and educational measures; strictly handle cases where parents pick up and drop off their children violating traffic order and safety on routes near school areas; resolutely do not allow unsafe vehicles to be used to transport and pick up students.

Each district, county, and town, based on the actual situation, must have a specific plan every year to control this topic, and is responsible for training drivers and student managers to master and properly implement safety procedures.
Regularly monitor cyberspace, detect and strictly handle violations related to promoting violations, racing, weaving, and other behaviors that negatively affect young people.
Invest in vehicles and management methods, increase the number of teachers and students picked up and dropped off by school vehicles, encourage teachers and students to use public transport to reduce personal vehicles, contributing to reducing traffic congestion in areas around schools.
The Hanoi People's Committee also requested the Hanoi Department of Education and Training to direct the review of programs, contents, and forms of education and teaching on traffic order and safety for students at all levels and schools to supplement, perfect, and ensure that it is commensurate with the importance of building a traffic culture for the country's future generations.
Collect statistics on administrative violations and traffic accidents involving students. At the same time, evaluate and determine causes and consequences to find solutions to enhance traffic order and safety in the city.
In particular, coordinate investment in installing surveillance camera systems in areas near school gates to record images of traffic violations by students as a basis for handling and evaluating competition for each class, teacher and student.
Closely coordinate with local authorities to request households parking around schools to commit to not taking care of or keeping students' motorbikes. When units and schools detect or receive notice of students driving motorbikes or mopeds in violation of regulations or traffic laws, they must be responsible for inviting the parents to work, clearly reporting the violation and requesting coordination and management of their children's education.
The Hanoi People's Committee also requested the Hanoi education sector to periodically review vehicles used to transport students on the 15th of each month. Educational establishments must report on the itinerary, pick-up and drop-off points, driver list, vehicle images and paint color for inspection and supervision by the authorities. Resolutely do not allow vehicles that do not ensure safety conditions to transport students.
Recently, at school gates, many students and parents have been found to be carelessly violating traffic safety laws when going to school. Among them, many parents carry their children with 2 or 3 children "bareheaded" and without helmets to school.
Similarly, in high school, students riding motorbikes without helmets, in pairs or in threes, speeding and recklessly overtaking to school. Many cases have been handled by the police.
