Hai Duong, receiving sponsorship, North-South axis road, Kim Thanh

Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Hai Duong province, chaired the 7th meeting of the Provincial People's Committee in June on the morning of June 21st.

COMMA 18 Joint Stock Company proposes to finance the North-South arterial road project passing through Kim Thanh Industrial Park (Kim Thanh) to create a transportation connection, serving the operational needs of the industrial park and the transportation needs of the area. The project will be implemented in Co Dung and Thuong Vu communes with a total estimated investment of 150 billion VND. The road is 2 km long and 60 m wide.

The People's Committee of Hai Duong province has agreed to the proposal for funding the construction of the North-South arterial road by COMMA 18 Joint Stock Company. Mr. Luu Van Ban, Standing Vice Chairman of the People's Committee of the province, assigned the Department of Planning and Investment to guide the funding unit through the investment procedures. Kim Thanh district, as the representative of the People's Committee of the province, will conduct negotiations and sign an agreement with the funding unit regarding the acceptance of the donated materials. Simultaneously, it will coordinate with the enterprise in the investment preparation and implementation of the construction project according to the design, ensuring progress and quality. The Department of Transport is responsible for guiding the funding unit and Kim Thanh district in seeking approval from the Ministry of Transport regarding the connection of the road to National Highway 5.

Director of the Department of Natural Resources and Environment, Hoang Van Thuc, delivered a speech at the meeting.

The Department of Natural Resources and Environment advises on land acquisition and handover procedures, and guides investors in completing land and environmental procedures to implement the project in accordance with regulations. The Department of Finance presides over and coordinates with relevant departments and agencies to guide the process of receiving and establishing ownership rights of the acquired assets after the completion of construction and handover of the project in accordance with current regulations on management and use.

In addition to the above, the June (7th) session of the Hai Duong Provincial People's Committee also considered and discussed the proposal for investment in the construction of the Da Mai urban residential area (Hai Duong City); the progress of several projects in Hai Duong City; a proposal for the issuance of a Resolution on financial support for surveying, updating cadastral records, and issuing/exchanging land use right certificates for households and individuals donating land use rights for the construction of public works; a proposal for the drafting of a Resolution amending, adjusting, supplementing, and repealing some contents regarding the list of fees, fee levels, collection, payment, management, and use of some types of land-related fees in the province; and a proposal for the Draft Resolution of the Provincial People's Council stipulating some expenditure contents and levels for drug prevention and control work in the province. The submission includes: a report on the staffing plan for civil servants in state administrative agencies, the number of employees in public service units and labor contracts in 2025; the results of implementing social housing development tasks; repair and maintenance of the Provincial Inspectorate's office building on Truong Chinh Street (Hai Duong City); the progress of investment and construction, inspection of acceptance and handover of technical infrastructure projects in residential and urban areas in Ninh Giang district; a submission on authorizing the approval of the cost estimate for the preparation of the Planning Task for the Thanh Mien 1 Industrial Park; and a submission requesting approval for the transfer and acceptance of the technical infrastructure system belonging to the Investment Project for the construction of a new residential area in Doan Tung commune (Thanh Mien). Report assessing the current state of management and use of forest land, fruit tree land originating from agricultural and forestry farms, reclaimed land, etc., proposing solutions for forest land management, and plans for handling illegal constructions and structures on forest land; Proposal for the establishment of the Provincial Cooperative Development Support Fund.
