
The signing ceremony took place in the context that Vietnam is prioritizing the development of the semiconductor industry according to the Government 's strategic direction.

The event was attended by Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam Ito Naoki, along with leaders of the Ministry of Science & Technology, Ministry of Education & Training, Ministry of Home Affairs and representatives of many units in the national innovation ecosystem.
Previously, in late May 2025, during his working trip to Japan to attend the 30th Future of Asia Conference, Deputy Prime Minister Nguyen Chi Dung visited and worked with KIOXIA leaders. At the meeting, the Deputy Prime Minister affirmed his wish for KIOXIA to soon expand cooperation with Vietnam in the fields of training, R&D and high-tech microchip manufacturing, while emphasizing the vision of making Vietnam an important link in the global semiconductor supply chain.
According to the recently signed MOU, KIOXIA, the world's leading corporation in memory technology and a strategic partner of NVIDIA, will cooperate with Hanoi University of Science and Technology to implement an intensive training program on NAND Flash, SSD and new generation semiconductor technologies. KIOXIA's team of experts will directly participate in teaching, while expanding internship and research opportunities at the corporation's R&D centers and factories in Japan. This is considered an international standard training cooperation model, contributing to the formation of a force of engineers capable of meeting the needs of the global market.
Notably, this event marked the particularly important role of Hai Phong Group in promoting connections between Japanese enterprises and leading training institutions in Vietnam. Throughout the preparation process, Hai Phong accompanied KIOXIA from the market survey stage, working with ministries and branches to building cooperation contents suitable to the requirements of enterprises and domestic training capacity.

Not only stopping at the role of investment promotion and cooperation connection, Hai Phong also aims to build a semiconductor training ecosystem in the North. The enterprise is currently promoting the project to establish a Semiconductor Human Resources Training Center in Ninh Binh, at the same time developing the Polytechnic College of Engineering and Technology (CTECH) at Nam Cao University Area to become a high-quality technical training facility, creating a source of human resources connecting from college to university.

At the signing ceremony, KIOXIA's Director of Strategy and Human Resources highly appreciated Vietnam's potential, especially the young engineers with a good foundation in mathematics, engineering and logical thinking. He said that KIOXIA is expanding its production scale, the demand for semiconductor human resources is increasing rapidly, so deep cooperation with Vietnam is a strategic direction. KIOXIA's representative also acknowledged Hai Phong's efforts in preparing, connecting and promoting this cooperation program.

Representatives of Hanoi University of Science and Technology affirmed that the cooperation with KIOXIA is part of the roadmap to build the school into a leading regional training and research center in semiconductor technology. The three-party connection model: School, Enterprise and Promotion Unit is considered an effective solution to help students access advanced technology right from the learning stage, while contributing to the formation of a sustainable research, training and application ecosystem in Vietnam.
The MOU signing ceremony between Hanoi University of Science and Technology and KIOXIA is considered an important step to open a period of deeper cooperation between Vietnam and Japan in the field of semiconductors. At the same time, the event once again affirmed the pioneering role of Hai Phong Group in the mission of connecting, promoting investment and developing high-quality human resources, contributing to the strategy of enhancing Vietnam's position on the global technology map.
