Thousands of teachers are owed wages and fear losing their jobs.

After many months of settlement, thousands of teachers in Hai Duong and Dak Nong still have not received their salaries. They have to work overtime, borrow money everywhere, and their future is uncertain.

On the afternoon of December 20, Mr. Nguyen Tien Tung - Head of the Department of Internal Affairs of Gia Nghia town, Dak Nong province - said that he was still waiting for instructions from the Provincial People's Committee on paying salaries to 85 teachers. "After receiving instructions, we will pay immediately because the budget has been allocated since the beginning of the year" - Mr. Tung said.

Waiting for salary

After graduating, hearing that Gia Nghia town was recruiting teachers, Mr. Tran Huy Hiep packed his bags and came from Ha Tinh to apply for a job. In September 2016, Mr. Hiep signed a contract with a salary of 2.8 million VND/month at Thang Long Primary School (Gia Nghia town). Since May 2017, Mr. Hiep has not been paid, so in addition to teaching hours, he has to work as an electrician and on the farm.

"The Lunar New Year is approaching, I hope the authorities will soon consider and resolve the salary so that I can have money to go home and cover my living expenses" - Mr. Hiep confided.

Ms. Ngan Thi Hue (same school) shared that although her salary is small, it can still cover her living expenses, so since she has not had a salary, her life has become more difficult. Ms. Hue has wanted to find another job many times, but as a homeroom teacher, quitting halfway would be a pity for the students, so she is very worried.

"In the school, there are many teachers from the central provinces that are affected by natural disasters and floods all year round, coming here with the hope of helping their families. However, because they have not received their salaries for many months, the teachers have had to ask their families for help. I hope the leaders will pay attention and pay their salaries soon to ease our burden," said Ms. Hue.

Ms. Nguyen Thi Mai, Principal of Thang Long Primary School, said that the school has 9 contract teachers who have not yet received their salaries. The school leaders have had to lend the teachers money to make ends meet.

In the whole Hai Duong province, there are also 1,191 contract teachers who have not received their salary for 3 months and 61 teachers have resigned.

Ms. Nguyen Thi Duyen, Deputy Head of the Department of Education and Training of Hai Duong City (Hai Duong Province), confirmed that in Hai Duong City alone, there are up to 400 preschool teachers who are owed wages; many of them have families and small children, so life is difficult. After 3 months, 24 teachers quit their jobs, many others submitted resignation letters if their benefits are not resolved.

Will pay salary before Tet

According to Mr. Tung, due to the shortage of teachers, to ensure teaching and learning, the town had to sign contracts with the above teachers. The payment of salaries for contract teachers was previously taken from the local budget but was recently suspended due to regulations (Official Dispatch No. 989/UBND-NC dated March 3, 2017 of the Dak Nong Provincial People's Committee stipulates: No labor contracts to perform professional and technical tasks at agencies and units - PV).

Faced with this situation, on December 12, the Department of Home Affairs of Dak Nong province sent a report to the People's Committee of Dak Nong province requesting the People's Committee of the province to consider allowing the People's Committee of Gia Nghia town to pay salaries from the town budget.

On December 20, Mr. Ngo Xuan Loc, Chief of Office of Dak Nong Provincial People's Committee, said that the Provincial People's Committee's viewpoint is to direct the competent authorities to pay salaries to contract teachers at Gia Nghia Town People's Committee. At the same time, assign the sectors to review and eliminate unreasonable staffing levels, balance and supplement necessary staffing levels to meet teaching needs. The Provincial People's Committee directs the competent authorities to complete the payment of salaries to teachers before Tet.

Ms. Nguyen Thi Tien, Deputy Director of the Department of Education and Training of Hai Duong province, said that the reason the contract exceeded the target is because in the 2017-2018 school year, Hai Duong province increased 423 classes, and educational institutions were forced to sign work contracts or they would not complete their tasks.

Implementing the direction of the People's Committee of Hai Duong province, the province will pay full salaries, allowances and other benefits to 1,191 contract teachers. However, Ms. Nguyen Thi Tien, Deputy Director of the Department of Education and Training of Hai Duong province, said that in the coming time, whether to continue signing work contracts with these teachers or not is also a difficult problem. Because this must ensure the regulations of the Ministry of Finance and the central government related to the issue of not signing contracts outside the assigned quota and payroll.

According to Mr. Pham Van To, Director of the Department of Home Affairs of this province, in the past 3 years, Hai Duong has organized recruitment exams for nearly 10,000 teachers. This number has met the demand for teachers to teach in schools.

The province's view is that teachers who have put in the effort to work should be paid in full. However, by 2018, the Department of Home Affairs and the Department of Education and Training will coordinate with units to review contracts and organize the arrangement and reassignment of teachers. From there, teachers will be transferred from schools with surplus to schools with shortages, and interdisciplinary and inter-level teaching will be organized. In schools with shortages, teachers will be assigned to teach more hours and the locality will allocate additional budget to pay for the extra money.
