Hoa Lac checks and reinforces construction works to ensure safety for people

The People's Committee of Hoa Lac commune has just issued a directive document, requesting functional departments, enterprises, construction units and investors in the area to synchronously deploy measures to prevent and combat natural disasters, ensuring safety for people, houses and construction works.

Accordingly, the Department of Socio -Economic Affairs is tasked with leading the review and compilation of the status of construction works, especially dilapidated houses and areas at risk of flooding or safety hazards during heavy rains. Public works such as offices, schools, cultural centers, and health stations need to be thoroughly assessed to propose repairs to essential items, such as electrical systems, water supply and drainage, boundary walls, toilets, and fire prevention and fighting systems. Along with this, plans should be developed to evacuate people from dangerous areas to safe facilities such as schools, cultural centers, and government offices. Organizations and individuals owning and managing construction works and houses in the area must seriously implement measures to reinforce and prevent damage from storms and floods, and will be held legally responsible if violations of construction regulations occur, causing safety hazards.

Contractors must provide adequate disaster prevention and mitigation equipment and materials at the construction site; and conduct emergency response drills based on the "four on-the-spot" principle. In particular, warning signs and protective barriers must be installed at hazardous locations such as manholes, drainage ditches, and trees. Underground structures, foundations, retaining walls, etc., must be reinforced to prevent landslides and fractures during bad weather.

The People's Committee of the commune requested water supply companies, such as Dong Tien Thanh Thu Do Co., Ltd. and Son Tay Water Supply Joint Stock Company, to urgently implement measures to ensure safe and continuous water supply. Water treatment plants and pumping stations need to be maintained, their capacity upgraded, equipment supplemented, and new technologies updated according to the Ministry of Health 's QCVN 01-1:2024/BYT standard.

These units also need to develop rotational water supply plans, install mobile booster pumps, and publicize hotline information so that people can contact them in case of water shortages. In all situations, they must proactively inform the public early so that they can store water in time and have a plan for rational use. The power company should coordinate with local authorities to support key units such as medical facilities and disaster prevention and control centers to ensure continuous power supply or prioritize early restoration after storms… Strengthen the dissemination of information on disaster prevention and control measures through radio stations, commune websites, and social media platforms such as Zalo and Facebook…
