The Ho Chi Minh City People's Council has just passed Resolution 35, amending and supplementing several articles of Resolution 02/2021/ND-HĐND dated March 23, 2021, of the Ho Chi Minh City People's Council, which stipulates a number of policies to encourage and reward teachers, students, and trainees who win prizes in city-level, national, regional, and international competitions, and teachers who have achieved success in training and nurturing students and trainees to win prizes in Ho Chi Minh City.

Compared to the previous Resolution 02, Resolution 35 has added the following beneficiaries: Students and trainees who win prizes in national-level physical education, sports, and cultural and artistic competitions. The reward amounts are as follows:

  • Gold medal (first place): 7.5 million VND.
  • Silver medal (second place): 5 million VND.
  • Bronze medal (three): 3.5 million VND.
  • Consolation prize (fourth prize): 2 million VND.

This marks the first time Ho Chi Minh City has stipulated reward levels for students and trainees who win prizes in national-level competitions and contests in sports, culture, and arts. This policy once again affirms Ho Chi Minh City's goal of holistic education for students, encouraging them to demonstrate their abilities and develop their talents not only in academic subjects but also in sports, culture, and arts.

Expand the scope of those eligible for awards.

In addition, Resolution 35 also amends and supplements the scope of application. Specifically, there are three categories to which it applies, as follows:

  • Students and trainees who win prizes in exams, competitions, and contests organized or participated in by the Department of Education and Training of Ho Chi Minh City.
  • Teachers who have won awards in competitions organized or participated in by the Ho Chi Minh City Department of Education and Training; teachers who have achieved success in training and mentoring students and trainees who have won awards.
  • Agencies, organizations, and individuals involved in the implementation of the resolution.

Thus, compared to the previous Resolution 02, the scope of application of the new resolution has changed significantly. Previously, the old resolution stipulated that students and teachers who won prizes in international, regional, and national examinations, competitions, and contests attended by the Department of Education and Training were eligible for awards. Now, it adds relevant agencies, organizations, and individuals involved in the implementation of the resolution as eligible recipients of awards.

Reward levels for students

In addition to the above adjustments, Resolution 35 continues to maintain the reward levels for individuals winning prizes in international subject Olympiads, international science and technology research competitions, and equivalents. The reward levels are as follows:

  • Gold medal (first prize): 200 million VND.
  • Silver medal (second prize): 160 million VND.
  • Bronze medal (third prize): 120 million VND.
  • The consolation prize (fourth prize) is 50 million VND.

Students and trainees who win prizes in regional subject Olympiads, regional science and technology research competitions, and equivalent competitions are entitled to the following benefits:

  • Gold medal (first prize): 120 million VND.
  • Silver medal (second prize): 90 million VND.
  • Bronze medal (third prize): 75 million VND.
  • Consolation prize (fourth place): 30 million VND.

Students and trainees who win prizes in national-level student excellence competitions, science and technology research competitions, and student and youth startup idea competitions are entitled to the following benefits:

  • Gold medal (first prize): 50 million VND.
  • Silver medal (second prize): 40 million VND.
  • Bronze medal (third prize): 30 million VND.
  • Consolation prize (fourth place): 20 million VND.

Students and trainees who win gold medals (first prize) in city-level student excellence competitions, science and technology research competitions, and student/trainee startup idea competitions are entitled to the following benefits:

  • Primary school level: 5 million VND.
  • Lower secondary level (general education and continuing education): 10 million VND.
  • High school level (including general education and continuing education): 12 million VND.

Teacher bonus levels

For teachers, the reward for winning prizes in international, regional, and national competitions is equivalent to the reward given to students in each competition. A teacher who wins first prize in a city-level competition receives 12 million VND.

Teachers who directly train and mentor students who win prizes in competitions are entitled to 70% of the incentive payment based on the prize won by the student or trainee.

The reward for a group of teachers involved in training and mentoring students and trainees is based on the principle of being 30% of the incentive payment received by the teacher directly training and mentoring the winning students and trainees.
